Objectives

The primary objective is to procure qualified training services for the Overberg District Municipality’s Roads Department personnel. The initiative aims to enhance workplace safety, operational competency, and productivity for staff conducting routine maintenance and construction activities on or adjacent to public roads. Successful training will ensure strict compliance with statutory road traffic regulations and foster a culture of accountability and risk mitigation among municipal employees.

Scope of Work

The contract encompasses the delivery of theoretical and practical traffic management training aligned with Unit Standard 258923 across three municipal depots: Swellendam, Bredasdorp, and Caledon. The appointed service provider must develop and facilitate bilingual or trilingual instruction (Afrikaans, English, isiXhosa), maintain accurate attendance and progress records, and issue non-expiring competency certificates to learners who meet assessment criteria. All training activities must be fully completed by 30 October 2026. Subcontracting is strictly prohibited, and the provider assumes full indemnity for any injury, damage, or claims arising directly from the training engagement.

Technical Requirements

• Provider Accreditation: The institution must hold current accreditation from a relevant Education, Training and Quality Assurance (ETQA) body recognized by the South African Qualifications Authority (SAQA).
• Facilitator Credentials: Lead trainers must demonstrate a minimum of five years’ experience, hold active assessor registration with the applicable ETQA, and provide proof of unit standard alignment.
• Training Materials: Manuals, slides, or guides must be reviewed or approved by SAQA and reflect current road construction and maintenance practices.
• Compliance Documentation: Bidders must submit a valid Tax Compliance Status (TCS) PIN, proof of Central Supplier Database (CSD) registration, certified municipal account clearance, B-BBEE verification certificate or sworn affidavit, and a fully completed Declaration of Interest.
• Evaluation Threshold: A minimum functionality score of 70 out of 100 points is mandatory to qualify for financial evaluation. The 80/20 preferential procurement system applies, allocating 80 points to price and 20 points to specific socio-economic goals.

Skills Requirements

• Multilingual Instruction: Proven ability to deliver complex safety concepts and produce training resources in at least two official languages (English, Afrikaans, isiXhosa).
• Road Safety Implementation: Competence in correctly selecting, inspecting, and positioning temporary signage, barriers, and flagging equipment in accordance with the National Road Traffic Act and municipal worksite procedures.
• Communication Protocols: Mastery of standardized radio communication techniques, including phonetic alphabets, channel discipline, active listening, and emergency hazard signaling.
• Assessment & Certification: Ability to conduct standardized practical and theoretical evaluations and issue legally recognized competency certificates without expiration dates.
• Operational Delivery: Strong project management, logistical coordination, and quality assurance capabilities to ensure seamless execution across multiple remote depot locations within the stipulated timeframe.

80/20 Preference System: A procurement evaluation model where bids are scored primarily on competitive pricing (80 points), with the remaining 20 points awarded based on transformation goals, specifically the bidder’s B-BBEE contribution level and geographic location within the municipality’s jurisdiction.

TCS PIN: A unique verification code issued by the South African Revenue Service confirming a company’s tax compliance status; submission is mandatory for bid validity and contract award.
