Objectives

The primary objective of this tender is to establish a contractual arrangement with a qualified service provider to conduct random drug testing, post-incident testing, and deliver awareness training within Transnet Rail Infrastructure Manager (TRIM) across South Africa. The aim is to ensure a safe, drug-free working environment, compliance with occupational health and safety standards, and to support Transnet’s efforts in promoting safety and health among its employees and contractors over a three-year period on an as-and-when-required basis.

Scope

The scope of work includes:

• Provision of random drug testing services at TRIM depots and sub-depots nationwide, including urine screening and confirmatory laboratory testing for substances such as cocaine, opiates, and PCP.
• Conducting post-incident drug testing within specified timeframes.
• Providing education and awareness training on drug abuse, workplace safety, and related policies to employees, nurses, and relevant personnel.
• Ensuring testing and training services are delivered across designated depots and sub-depots as per the detailed scope (Annexure E).
• Managing sample collection, chain of custody, laboratory confirmation, and reporting within specified turnaround times.
• Implementing waste management protocols for medical waste and ensuring compliance with relevant standards.

Technical Requirements

The technical requirements include:

• Use of SANAS-accredited laboratories for confirmatory testing (Gas Chromatography-Mass Spectroscopy).
• Provision of saliva-based drug screening equipment that can detect six specified drugs within acceptable detection times.
• Development and implementation of a chain of custody process to ensure legal defensibility of results.
• Turnaround time for laboratory confirmation results within 48 to 96 hours, supported by documented response times.
• Provision of qualified, registered nurses for sample collection and testing at all designated depots.
• Implementation of waste management plans for infectious waste generated during testing.
• Compliance with the Occupational Health and Safety Act 85 of 1993, and relevant safety standards.
• Adherence to railway safety regulations and the ability to grant access for safety reviews.

Skills and Competencies Requirements

The service provider must demonstrate:

• Proven experience and competence in drug testing, including laboratory confirmation and chain of custody procedures.
• Capability to deliver services nationally across multiple depots and sub-depots, with a detailed operational plan and staffing structure (including qualified nurses).
• Ability to provide training and education on drug abuse, workplace safety policies, and testing procedures.
• Accreditation and certification from SANAS or equivalent for laboratory testing and waste management.
• Strong project management skills to coordinate testing schedules, reporting, and compliance monitoring.
• Experience in managing medical waste disposal in line with environmental and health standards.
• Capacity to implement and maintain confidentiality, data protection, and legal defensibility of test results.
• Demonstrated ability to comply with railway safety and occupational health regulations.
