Objectives

The primary objective of this tender is to gather detailed technical, commercial, and operational information from capable suppliers to facilitate the refurbishment, rehabilitation, and recommissioning of the petrol station at Tutuka Power Station. The refurbishment aims to restore the station to full operational status after approximately two decades of non-functionality, thereby supporting fleet operations, reducing external fuel sourcing costs, and enhancing site readiness.

Scope

The scope of work includes:

• Civil works such as slabs, bund walls, drainage, and foundations
• Mechanical systems including underground tanks (2 x 23,000 Litres for Petrol and Diesel), pumps, piping, and valves
• Electrical supply, lighting, and control circuits
• Automation and monitoring systems
• Environmental protection measures including spill containment and leak detection
• Regulatory compliance upgrades
• Testing and commissioning activities
• Installation and commissioning of an above-ground paraffin storage tank
• Provision of 2 diesel bowsers and 1 petrol bowser with telemetric fuel monitoring systems

Technical Requirements

Suppliers must provide information on:

• Company profile, experience, certifications, and compliance with relevant standards (SANS 10089, SAQCC, SAPIA, etc.)
• Refurbishment approach including condition assessment methodology and proposed technologies (pumps, tanks, dispensers, metering systems)
• Environmental and safety compliance measures (SANS 10089, OHSA, environmental regulations)
• Preliminary scope breakdown covering civil, mechanical, electrical, automation, and environmental aspects
• Estimated timelines for assessment, refurbishment, and commissioning
• Indicative costs for assessment, equipment supply, installation, commissioning, and optional enhancements
• Risks and dependencies such as contamination, structural deterioration, permitting, equipment availability, utility interruptions, and safety challenges
• Compliance with standards including SANS 10089-1, Occupational Health and Safety Act, and Environmental Management Act

Skills Requirements

Respondents should demonstrate:

• Experience in refurbishing, constructing, and maintaining petrol/diesel stations
• Qualified team with relevant professional registrations
• Previous projects of similar scale with references
• Capability to assess condition and propose suitable refurbishment approaches
• Knowledge of safety and environmental compliance measures
• Technical expertise in civil, mechanical, electrical, and automation systems related to petrol station infrastructure
