BID PRE-QUALIFICATION FOR PREFERENTIAL PROCUREMENT (DEFINED IN THE PREFERENTIAL PROCUREMENT REGULATIONS 2017)
1. Only tenderers having B-BBEE status level for contributor 1 - 4 will condidered.
Conditions on B-BBEE level:
- If the level is not indicated on our certificate/affidatit your offer will be disqualified.
- If the BBBEE certificate/affidatit is not signed hyour offer will be disqualified. ( In case of sworn affidavit it should be singed by both the bidder and the commissioner of oath)
- If the B-BBEE certificate/affidavit level is not between 1 - 4 your offer will be disqualified.
- If the B-BBEE certificae/affidavit is not valid (expired) your offer will be disqualified.
-If an originally certified/original B-BBEE certificate is not attached your offer will be disqualified.
-In case of Joint Venture a consolidated B-BBEE certificate for the Joint Venture company should be submitted. Please note if BEE certificate/sworn affidavits for each company are submitted and not a consolidated B-BBEE certificate your offer will be disqualified as proof of the correct B-BBEE level of the Joint Venture cannot be determined. The consolidated B-BBEE certificate/affidavit should comply with the requirements as mentioned in above bullets.
2. Sub-Contracting of a minimum of 30% of the total value of contract to EMEs or QSEs suppliers/contractors with at least 51% Black ownership and who is registered with CIDB and also compliant to CSD is compulsory.
Condidtions of sub-contracting:
- The sub-contractor should have the CIDB grating that is relevant and required to the amount sub-contracted to him/herself.
-First preference for sub-contracting to be given to EMEs or QSEs that is registered and have presence in the Free State.
- The sub-contractor/s must be registered on CSD.
- The prime contractor must at time of submitting the bid complete the sub-contracting Annexure in the bid document and provide requesting documentation of sub-contractor/s.
-Final and signed sub-contractor agreement that clearly difines the scope of work to be sub-contracted should be submitted by the successful bidder before signing of contract.
- The prime contractor directors or shareholders must not be directors or shareholders of the SMMEs being subcontracted.
3. LOCAL CONTENT
- Minimum stipulated local content as specified in the bid document is compulsory. The SBD 6.2 should be completed and signed.
- A tenderer that fails to meet the pre-qualifiying criteria is an unacceptable tender.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
