Objectives

The primary objective of this tender is to solicit proposals for the refurbishment of fuel assets at regional airports, with a contract duration of eighteen (18) months. The aim is to ensure the upgrade and proper maintenance of fuel handling infrastructure to meet operational standards and safety requirements.

Scope

The scope of work includes the refurbishment of fuel assets at multiple regional airports as specified in the tender documents. This encompasses major repairs or replacements of tanks, pumps, piping, and related infrastructure, ensuring compliance with safety, environmental, and operational standards. The project involves site inspections, technical execution, and adherence to health and safety regulations over the contract period.

Technical Requirements

• Refurbishment of oil or gas infrastructure, including tanks, pumps, piping, and fuel handling equipment.
• Completion of major repairs or replacements with a minimum project duration of three months per project.
• Provision of detailed project plans, schedules, and safety management plans.
• Compliance with occupational health and safety standards, environmental regulations, and airport operational protocols.
• Site inspections and site-specific safety and environmental assessments.
• Provision of necessary insurance, bonds, and certificates as per contract requirements.
• Adherence to the CIDB contractor grading of 7ME or higher (or a combined grading of 7ME for joint ventures).

Skills Requirements

• Company Experience: Proven experience in oil or gas infrastructure refurbishment projects, with evidence of at least five (5) relevant projects completed within the last ten years.
• Key Personnel:
  • Lead Engineer(s): Supervision, construction supervision, testing, and commissioning experience in fuel handling equipment refurbishment, with relevant CVs and qualifications.
  • Installation Technicians: Experience in electrical, electronics, instrumentation, or mechanical trades, with appropriate certifications and CVs.
• Project Management: Ability to develop detailed project plans, schedules, and safety management systems.
• Health & Safety: Demonstrated capability to implement and manage occupational health and safety protocols, conduct site inspections, and manage emergency arrangements.
• Environmental Compliance: Knowledge of environmental regulations and experience in managing environmental impact during infrastructure refurbishment.
• Financial & Administrative Skills: Capacity to provide proof of financial stability, insurance, bonds, and relevant certifications.
