Objectives

The primary objective of this tender is to procure and implement Geyser Load Management Technologies at the City of Cape Town’s Staff Housing. The project aims to deploy intelligent geyser controllers that optimize energy consumption by remotely controlling geysers, reducing peak demand, and promoting energy efficiency. The initiative supports the City’s demand-side management goals and aligns with broader energy management and sustainability strategies.

Scope

The scope of work includes:

• Installation of intelligent geyser control devices on existing geysers in selected municipal buildings and staff houses.
• Provision of live data on geyser operation and energy use, transmitted wirelessly for remote monitoring and control.
• Development and deployment of mobile and desktop applications for tenants and City officials to control geysers, set energy targets, and access data.
• Integration of the control system into the City’s ICT infrastructure, ensuring seamless connectivity over long-range wireless networks.
• Installation of new geysers where existing units are dysfunctional, with proper electrical certification.
• Training City staff and users on system operation, maintenance, and data management.
• Ensuring security, data privacy (compliant with POPI Act), and system reliability over a minimum five-year guarantee period.

Technical Requirements

The technical specifications include:

• Deployment of wireless geyser tags capable of real-time status updates, remote switching, temperature and timer settings, and demand management.
• Control devices must conform to SANS standards (e.g., SANS 60730, SANS 181) and include features like alerts, error-free data transmission, and compatibility with existing geysers.
• Mobile applications for Android, iOS, and HarmonyOS, supporting remote control, status monitoring, and energy data access, with offline functionality over long-range wireless networks.
• Desktop applications compatible with Windows and MacOS for City officials to manage and analyze system data.
• Data transmission systems that ensure seamless connectivity, security, and compliance with POPI Act.
• Provision of a central server or command center for system management, configuration, and data analysis.
• Security measures adhering to IEC 62443 and IEC 62351 standards, including alerts and built-in security features.
• Installation of load control devices on geysers with a minimum five-year guarantee, and supplementary electrical certification for modifications.
• Methodology for installation, calibration, and integration, including design drawings, manuals, and stakeholder consultations.

Skills Requirements

The project demands qualified personnel with the following expertise:

• Project Management: PMP certification, minimum 7 years’ experience in ICT solution development, load and energy management, and smart metering systems.
• System Development: Minimum NQF Level 7 qualification in Engineering, Science, or ICT, with at least 7 years’ experience in SDLC, system architecture, and deployment of OT solutions.
• ICT Specialists: Experience in systems architecture, network design, deployment, and troubleshooting of cloud and traditional servers.
• Software Developers & Engineers: Proven experience in front-end and back-end web development, mobile app development (Android, iOS, HarmonyOS), and integration with control systems.
• Electrical & Plumbing Experts: Registered electricians and plumbers with at least 3 years’ experience in installing water and energy-saving technologies, trade test certificates, and registration with recognized bodies (e.g., ECB, PIRB).
• Security Personnel: Security services for site access, especially in areas with unrest risks, including armed response and risk mitigation planning.
• Training & Maintenance Staff: Personnel capable of delivering comprehensive training, developing maintenance plans, and ensuring ongoing system performance.

Additionally, the team should include specialists in data security, compliance, and system integration to ensure a robust, secure, and compliant solution.
