Objectives

The primary objective of this tender is to establish a contract for the preventative and corrective maintenance of the power reticulation network (MV & LV) at Upington International Airport. The aim is to ensure the continued serviceability, safety, and compliance of the electrical infrastructure over a period of five years, while minimizing operating and maintenance costs and adhering to relevant standards and regulations.

Scope

The scope encompasses:

• Routine inspections and repairs of electrical infrastructure including MV switchgear, LV switchboards, transformers, PFC equipment, SCADA systems, batteries, and associated components.
• Preventative maintenance activities aligned with OEM and legal standards.
• Responding to breakdowns, callouts, and restoring equipment to safe working condition.
• Provision of spares inventory and management.
• Corrective maintenance for non-scheduled work, including repairs and replacements.
• Testing and performance verification of equipment.
• Provision of detailed service reports and failure analysis.
• Adherence to safety, environmental, and airport-specific procedures and standards.

Technical Requirements

The technical requirements include:

• Maintenance of MV switchgear (11kV), LV switchboards (400V), transformers, RMUs, and associated equipment.
• Routine testing such as insulation resistance, thermal imaging, oil sampling, and calibration of protective devices.
• Compliance with OEM standards, SANS standards, and applicable legislation.
• Implementation of scheduled preventative maintenance in accordance with OEM recommendations.
• Response to breakdowns within specified response times (1 hour during and after operational hours).
• Provision of qualified personnel with appropriate certifications and experience.
• Use of suitable tools, special equipment, and spares to ensure minimal downtime.
• Environmental and safety compliance, including hazard management, permits, and PPE usage.
• Accurate record-keeping and reporting of maintenance activities and failures.

Skills Requirements

The contractor must demonstrate:

• Proven experience in electrical maintenance, specifically with MV and LV systems, transformers, switchgear, and control equipment.
• Qualified personnel including electricians, OEM specialists, and support staff with relevant certifications.
• Knowledge of OEM maintenance procedures and standards.
• Ability to perform testing, calibration, fault diagnosis, and repairs to industry and OEM standards.
• Competence in safety procedures, environmental management, and airport security protocols.
• Effective management and scheduling skills to ensure timely maintenance and minimal disruption.
• Capability to produce detailed reports, maintenance records, and compliance documentation.
