Objectives

The primary objective of this tender is to appoint a service provider to deliver feasibility and concept design services for four station sites: Pretoria, Germiston, Dunswart, and Midway. The services aim to assess technical, financial, legal, environmental, and conceptual aspects to facilitate future development and redevelopment of these stations, with a focus on enhancing retail, residential, and transportation functionalities over a period of five months.

Scope

The scope encompasses:

• Stage 1: Inception – Initial assessment including site analysis, topographical, geotechnical, environmental, utility, zoning, and regulatory feasibility, along with financial viability studies.
• Stage 2: Concept and Viability – Development of project definition, retail concepts, site planning, architectural design, preliminary engineering, and cost planning.

Specific site works include feasibility studies for heritage buildings, retail sections, transportation hubs, residential apartments, and associated infrastructure improvements.

Technical Requirements

The technical requirements involve comprehensive investigations and planning, including:

• Site dimensions, boundaries, and topographical surveys
• Geotechnical and environmental assessments, including EIAs and sustainability analyses
• Utility assessments: water, sewer, electrical, telecommunications, stormwater
• Zoning, building restrictions, height, parking, and environmental compliance
• Financial analyses: construction costs, statutory approvals, revenue projections, cash flow, NPV, IRR, and profitability
• Legal and regulatory reviews: land ownership, title deeds, planning requirements, approvals
• Environmental and sustainability considerations, energy efficiency, waste management
• Design development: site planning, building positioning, traffic and pedestrian flow, landscaping, façade, and public spaces
• Preliminary engineering: roads, stormwater, earthworks, structural, electrical, HVAC, fire safety, and evacuation planning
• Cost estimation, value engineering, and project budgeting
