Objectives

The primary objective of this tender is to appoint a suitably qualified contractor to undertake maintenance, repair, and associated works on fences, gates, and related perimeter infrastructure at OR Tambo International Airport for a period of twelve (12) months. The goal is to ensure the perimeter security system remains functional, secure, and compliant with ICAO, SACAA, and relevant standards, thereby maintaining airport safety and security.

Scope

The scope includes:

• Inspection, maintenance, repair, and replacement of fences, gates, hinges, locking mechanisms, posts, wire mesh, and related components.
• Corrosion protection, repainting, welding repairs, vegetation control along fence lines.
• Ensuring perimeter infrastructure remains in sound condition, structurally sound, and compliant with aviation security standards.
• Carrying out repairs with minimal disruption to airport operations, including night works where necessary.
• Providing all necessary tools, materials, skilled personnel, and airside access permits.
• Adhering to safety, security, and environmental protocols during all activities.

Technical Requirements

The technical requirements encompass:

• Maintenance and repair of perimeter fences and gates in accordance with ICAO Annex 14, SACAA regulations, and SANS standards.
• Corrosion treatment, welding, repainting, and vegetation management along fence lines.
• Provision of a detailed work plan demonstrating approach, methodology, equipment ownership or procurement, and compliance with technical specifications.
• Attendance at management and coordination meetings, including risk assessments, safety, and operational planning.
• Implementation of safe work practices, including night work with appropriate lighting, permits, and safety measures.
• Proper control and management of airside access, security, and permits for personnel, vehicles, and equipment.
• Adherence to environmental management and pollution control measures, including spill management, waste disposal, and noise reduction.

Skills Requirements

The tender specifies that the contractor must possess:

• Proven experience in fencing, gate installation, and perimeter infrastructure maintenance, with references for similar or larger scope projects.
• Company experience with at least three reference letters demonstrating capability in fence, gate, and associated works installation and repair.
• Availability of qualified resources, including:
• At least two qualified welders with certificates from registered service providers.
• Skilled personnel with relevant qualifications and experience in fencing, welding, corrosion protection, and vegetation control.
• Demonstrated ability to manage and supervise key personnel, with a clear organizational structure and contact details.
• Compliance with health, safety, and environmental regulations, including trained personnel in occupational health and safety practices.
• Capacity to attend meetings, prepare reports, and coordinate activities effectively.
