Objectives

The primary objective of this tender is to appoint an experienced Service Provider to deliver topographical survey services across multiple sites within Johannesburg. The services aim to support infrastructure security projects, specifically the boundary wall construction at six sites, by providing accurate topographical data, cadastral information, digital terrain models, and detailed survey drawings. The overarching goal is to ensure precise design, evaluation, and reporting to facilitate effective infrastructure development and security enhancements.

Scope

The scope encompasses comprehensive topographical survey services including:

• Collation of cadastral data and survey key plans
• Fieldwork involving survey points, beacon identification, and ground control establishment
• Processing and preparation of survey data into digital terrain models (DTMs), DWG, and DXF formats
• Mapping and detailed survey drawing production
• Servitude registration over properties and within road reserves
• Surveying natural and man-made topographical features, existing infrastructure, and relevant landmarks
• Preparation of contour plans with specified intervals and accuracy
• Interaction with other service providers and principal contractors as required

The services cover the entire City of Johannesburg, supporting water and sewer projects, with specific focus on boundary wall construction at six identified sites.

Technical Requirements

The technical requirements include adherence to:

• South African Geomatics Council (SAGC) code of conduct and SAGC Act 10 of 2013
• Use of approved survey equipment, such as geodetic benchmarks and permanent survey stations, with station spacing not exceeding 300 meters
• Identification and listing of survey beacons and establishing new benchmarks where necessary
• Accurate recording of survey points with coordinates (X, Y, Z), descriptions, and connecting line references
• Ensuring elevation accuracy with a mean square error not exceeding 100mm for the digital terrain model
• Point spacing of approximately 5 meters, supplemented by detailed terrain points in areas of high topographical variation
• Contour intervals of 0.5 meters for slopes less than 10% and 1.0 meter for steeper slopes
• Mapping of natural and man-made features, including roads, pipelines, fences, buildings, and landmarks
• Provision of survey data in DWG, DXF, and ASCII formats, with detailed documentation and coordinate lists
• Compliance with relevant national and international standards and approval from the Employer’s representative for stopping sections or complete works

Skills Requirements

• Professional Land Surveyor registration and proven experience in topographical surveying
• Capability to carry out cadastral, ground control, and detailed topographical surveys
• Proficiency in processing survey data into digital terrain models and detailed drawings using software such as Civil Designer, Model Maker, or similar
• Experience in establishing and protecting survey beacons, benchmarks, and control points
• Ability to interpret and incorporate cadastral information, natural and man-made features, and existing infrastructure into survey outputs
• Strong project management skills, including activity scheduling, progress tracking, and resource allocation
• Knowledge of South African geospatial standards, safety protocols, and environmental considerations
• Effective communication skills to interact with other service providers, principal contractors, and the Employer’s representatives
