Objectives

The primary objective of this tender is to appoint a Registered Professional Valuer to undertake property valuations necessary for servitude acquisition related to the Carlswald Sewer Pipeline Upgrade Project. The valuation reports will support property acquisition processes, including assessing compensation values and ensuring compliance with relevant valuation methodologies.

Scope

The scope of work includes:

• Reviewing all relevant property information such as title deeds, SG diagrams, zoning certificates, and existing valuation reports.
• Applying accepted valuation methodologies, including the Before-and-After Method and Direct Comparison Method.
• Preparing and submitting three detailed valuation reports (one per property) and one consolidated summary schedule of compensation values.
• Nominating a Lead Valuer with proven experience and providing supporting documentation such as CVs, registration certificates, and reference letters.

Technical Requirements

The appointed service provider must:

• Review all relevant property documentation thoroughly.
• Apply appropriate valuation methodologies as specified.
• Deliver three comprehensive valuation reports and a summary schedule.
• Demonstrate experience in valuing servitudes, rights-in-land, infrastructure corridors, or municipal properties.
• Provide evidence of experience through reference letters, maps, photographs, and comparable sales data.
• Participate in meetings and provide clarifications as required by Johannesburg Water.

Skills Requirements

The bidder must:

• Nominate a Lead Valuer with:
• Registration with the South African Council for the Property Valuers Profession (SACPVP).
• Proven experience in property valuation, specifically in similar projects involving servitudes or municipal properties, obtained after registration.
• Submit a detailed CV and certified registration certificate.
• Demonstrate experience through at least three reference letters on client letterhead, signed, describing scope, date, and duration of work.
• Provide supporting documentation such as maps, photographs, and comparable sales data.
• Participate in meetings and provide clarification as needed.
