Objectives

The primary objective of this tender is to appoint an experienced Service Provider to deliver topographical survey services across various regions within the City of Johannesburg. The surveys aim to support the design, construction, and as-built documentation of water and sewer infrastructure projects, including specific work packages for satellite depots and electromechanical sections. The services ensure accurate mapping, digital terrain modeling, and cadastral data collection to facilitate effective planning and implementation of Johannesburg Water’s infrastructure projects.

Scope

The scope of work includes:

• Carrying out topographical surveys in designated regions (Glenvista, Hursthill, Scott Athol).
• Producing digital terrain models (DTMs) and detailed survey drawings.
• Mapping natural and man-made topographical features, including roads, pipelines, structures, vegetation, and landmarks.
• Establishing and protecting survey beacons and benchmarks.
• Registering servitudes over properties and road reserves.
• Supplying survey data in ASCII, DWG, and DXF formats, along with comprehensive reports and maps.
• Providing cadastral information, ground control, and contour plans with specified accuracy and contour intervals.
• Interacting with other service providers and ensuring data integration.

The services are required for specific projects within the City of Johannesburg, supporting both greenfield and existing infrastructure areas.

Technical Requirements

• Adherence to South African Geomatics Council (SAGC) standards and the SAGC Act 10 of 2013.
• Surveying using approved equipment, referencing national geodetic benchmarks, and identifying trig beacons.
• Establishment of survey stations at intervals not exceeding 300m, with permanent beacons placed to avoid instability.
• Field survey to include all relevant features within a 15-meter strip width.
• Digital terrain models with a maximum elevation error of 100mm (mean square error), and a general point spacing of 5m, supplemented by detail points in areas of high topography.
• Contours at intervals of 0.5m for slopes less than 10% and 1.0m for slopes over 10%, with contour accuracy within half the interval.
• Mapping of natural and man-made features, including roads, pipelines, fences, buildings, and topographical landmarks.
• Provision of survey data in specified formats, with coordinate systems and survey datums clearly indicated.
• Compliance with relevant South African and international standards for survey accuracy and data quality.

Skills Requirements

• Qualified Professional Land Surveyors with extensive experience in topographical and cadastral surveying.
• Minimum years of experience as a registered Land Surveyor, supported by reference letters or certificates of completion.
• Proficiency in using survey equipment, GIS, CAD, and digital terrain modeling software.
• Ability to establish and protect survey benchmarks and beacons, and to perform precise ground control surveys.
• Experience in mapping complex topographical features and producing detailed survey drawings and reports.
• Knowledge of South African geospatial standards, cadastral procedures, and legal requirements for servitude registration.
• Effective communication skills for interaction with other service providers, project teams, and stakeholders.
• Capacity to prepare activity schedules, progress reports, and to meet project deadlines.
