Objectives

The primary objective of this tender is to supply cargo services for the Department of Forestry, Fisheries & Environment (DFFE), specifically for the management, logistics, and clearance of relief cargo related to Antarctic and Sub-Antarctic research stations, including Marion Island, Gough Island, and Tristanda Cunha. The services aim to facilitate the loading, unloading, clearance, and transportation of cargo, ensuring timely and efficient support for scientific expeditions and related operations.

Scope

The scope encompasses:

• Provision of customs clearing, forwarding, stevedoring, and offloading services for relief cargo on the vessel SA Agulhas II.
• Handling cargo for multiple voyages to Marion Island, Gough Island, and Tristanda Cunha, including pre-departure clearance and post-return offloading of cargo such as equipment, provisions, fuel, waste, and household items.
• Managing cargo operations in line with specified schedules, including loading and offloading within designated timeframes.
• Providing personnel including foremen, forklift drivers, gangway attendants, and laborers for cargo handling operations.
• Ensuring compliance with health, safety, and customs regulations, including obtaining necessary certifications and documentation.

Technical Requirements

The technical requirements include:

• Provision of SARS-certified clearing agent documentation and proof of establishment base.
• Adherence to specified cargo handling timelines: 2-3 days for loading and 1-2 days for offloading, with flexibility for operational adjustments.
• Provision of appropriate equipment such as forklifts with specified dimensions (maximum width of 13 cm and at least 1.3 m in length).
• Use of designated containers (approximately 500 kg each) for transport, with proper handling and documentation.
• Submission of all relevant licenses, including SARS clearance and forklift operation licenses.
• Compliance with health and safety protocols aligned with national government guidelines and additional measures implemented by DFFE.
• Proper customs documentation for import/export clearance, including proof of payment for third-party costs such as shipping and stevedoring.

Skills Requirements

The skills and personnel requirements include:

• Foreman (1 person) experienced in cargo operations.
• Forklift drivers (2 persons) with valid licenses and ability to operate specified equipment.
• Gangway attendant (1 person) skilled in safe boarding procedures.
• Laborers (6 persons) capable of handling cargo, loading/unloading, and supporting operational activities.
• Knowledge of customs procedures, health and safety standards, and cargo handling best practices.
• Ability to coordinate cargo operations efficiently and report to DFFE officials.
