Objectives, Scope, and Technical Requirements of the Tender

Objectives

The primary objective of this tender is to supply, deliver, install, and replace customer meters (T-code maintenance) over a period of 36 months on an "as and when" basis. The aim is to ensure accurate billing, revenue collection, and efficient management of water metering infrastructure for Johannesburg Water.

Scope

• Provision of water meters of various sizes (15mm, 20mm, 25mm, 40mm, 50mm, 80mm, 100mm, 150mm) including their installation, replacement, and associated fittings.
• Supply of handheld meter reading devices and related hardware/software for data collection and management.
• Replacement of bulk meters, strainers, and associated pipework with all fittings, specials, adaptors, and additional materials.
• Installation of restriction water meters and meter connection repairs.
• Provision of maintenance, repairs, and servicing of meters and associated infrastructure.
• Provision of necessary tools, equipment, and materials for meter installation and maintenance.
• Adherence to Johannesburg Water’s guidelines, standards, and legal compliance for water metering and infrastructure works.

Technical Requirements

• All meters must comply with South African legal standards, including SANS 1529-1 certification for meters and manufacturer’s laboratory accreditation.
• Meter boxes must be UV stabilized, manufactured from engineering plastic, with specified dimensions and features such as hinged lids and secure locking mechanisms.
• Piping must be HDPE, fusion welded, with specified diameters, pressure ratings (PN16), and installed with appropriate fittings, specials, and adaptors.
• Installation procedures must ensure meters are installed in correct positions, with proper sealing, and accessible for reading and maintenance.
• All meters and fittings must be delivered with certification and calibration certificates, and installed according to Johannesburg Water’s specifications and standards.
• Provision of handheld meter reading devices must support multiple operating systems, be rugged, drop-resistant, and capable of generating reports.
• Minimum stock levels of meters and spare parts must be maintained to ensure continuous service delivery.
• All work must comply with relevant legal, safety, and environmental regulations, including occupational health and safety standards, environmental management, and risk mitigation measures.
• Proper documentation, including method statements, risk assessments, and environmental management plans, must be submitted and adhered to throughout the contract period.
