Objectives

The primary objective of this tender is to procure transportation services for crew, ground staff, and irregular operations at OR Tambo International Airport (Johannesburg), King Shaka International Airport (Durban), and Cape Town International Airport. The services are to be provided for a period of thirty-six (36) months, ensuring safe, reliable, and efficient land-side crew transportation aligned with SAA's operational needs and standards.

Scope

The scope includes:

• Provision of vehicles capable of accommodating crew and staff, with baggage compartments and trailers as specified.
• Deployment of vehicles at designated airports in Gauteng, Durban, and Cape Town, including backup and ad hoc transport options.
• Ensuring vehicles are roadworthy, insured, equipped with tracking systems, and compliant with permits and safety standards.
• Deployment of qualified drivers with valid licenses and permits, trained in communication and discipline.
• Operational services 365 days per year, with designated pick-up and drop-off points, and adherence to flight schedules.
• Implementation of contingency plans for vehicle breakdowns and industrial actions to ensure continuous service.

Technical Requirements

The technical specifications for vehicles and services include:

• Vehicles must have adequate capacity, baggage compartments, radio/telephone connectivity, air conditioning, seat belts, and pass annual inspections.
• Trailers with specified dimensions and tracking systems are mandatory.
• Availability of at least three vehicles and trailers in Gauteng, with immediate access to replacement vehicles and a 60-seater bus for ad hoc transport.
• Vehicles at Cape Town and Durban airports must meet similar capacity and operational requirements.
• Drivers must possess valid driver’s licenses, PDP, and be subject to random drug/alcohol testing, with communication skills in English.
• Vehicles must have comprehensive passenger liability insurance of ZAR 3 million, and baggage insurance of R5,000 per passenger.
• Fleet maintenance, safety equipment, and operational procedures must adhere to specified standards.

Skills Requirements

The skills and qualifications required from service providers and drivers include:

• Proven experience of at least three (3) years in large-scale, time-sensitive public transport or aviation-related services.
• Drivers must have valid driver’s licenses, PDP, and be trained in safety, discipline, and communication in English.
• Service providers must demonstrate operational capability, including fleet management, contingency planning, and compliance with safety and legal standards.
• Provision of qualified personnel capable of executing the contract efficiently, including handling emergencies and irregular operations.
