Objectives

The primary objective of this tender is to solicit market-related information to assist Johannesburg Water in making informed business decisions regarding the upcoming Request for Tender (RFT). The focus is on evaluating budget considerations, cost-effectiveness, risk assessment, specific goals for tendering, award strategies, pricing schedules, and tender conditions related to the supply, replacement, delivery, offloading, installation, repair, assembly, testing, and servicing of water and sewer valves, gearboxes, and their respective spares on an "as and when required" basis over a 36-month period.

Scope

The scope encompasses:

• Supply, replacement, delivery, offloading, and installation of water and sewer valves and gearboxes.
• Provision of strip, quote, repair, assemble, and testing services for these valves and gearboxes.
• Servicing of valves and gearboxes at various Johannesburg Water sites on an as-needed basis.
• Preparation of detailed quotations, including failure assessments, OEM pre-quotes, and cost breakdowns.
• Delivery, installation, and commissioning of repaired or new equipment.
• Provision of comprehensive documentation such as job cards, invoices, quality control forms, test reports, and warranty certificates.
• Emergency and additional work procedures, including overtime and scope extensions, with proper authorization.

Technical Requirements

The technical specifications include:

• Valves must meet standards such as SANS, ASTM, BS, ISO, and others, with specific pressure ratings (minimum 10 Bar).
• Valves should be corrosion-resistant, suitable for raw and treated wastewater, and capable of withstanding specified test pressures.
• Guarantees against faulty design, materials, and workmanship until the end of OEM guarantee periods.
• Complete operating and maintenance manuals, including spare parts lists and detailed drawings.
• Proper jointing materials, bolts (stainless steel or galvanized), and flange standards (e.g., SANS 1123).
• Valves must have features such as indicators, hand wheels, gearboxes (where applicable), flow direction markings, and support features like lifting rings and supporting feet.
• Design considerations for internal and external protection, corrosion resistance, and tolerances as per relevant standards.
• Testing requirements include visual, dimensional, hydrostatic, and operational inspections, with tests witnessed by the Engineer or independent bodies.
• Equipment must be in good condition, properly assembled, and accompanied by detailed quality control and test reports.

Skills Requirements

The tender requires service providers to demonstrate:

• Proficiency in the supply, repair, and testing of water and sewer valves and gearboxes according to relevant standards.
• Capability to prepare detailed failure assessments, quotations, and OEM pre-quotation analyses.
• Experience in handling complex valve types such as wedge gate valves, resilient seal gate valves, knife gate valves, butterfly valves, non-return valves, and special valves for specific applications.
• Ability to perform hydrostatic and operational testing, inspections, and quality assurance in accordance with standards.
• Competence in documentation, including detailed job cards, test certificates, warranty certificates, and calibration certificates.
• Knowledge of corrosion protection, internal and external surface treatments, and appropriate coating applications.
• Capacity to manage emergency repairs, overtime work, and scope extensions with proper authorization and documentation.
• Skills in logistics, handling of equipment, and adherence to safety and quality standards during offloading, installation, and commissioning.
