Objectives

The primary objective of this tender is to construct sanitation facilities at Tshapile Primary School, including ablution blocks, renovations, demolitions, earthworks, and associated external works, ensuring compliance with relevant standards and regulations.

Scope

The scope encompasses the full range of construction activities required for the project, including:

• Construction of new ablution facilities
• Renovations and alterations to existing ablutions
• Demolition of existing structures such as pit latrines and septic tanks
• Earthworks, including excavation, backfilling, and compaction
• Installation of waterproofing, roofing, carpentry, metalwork, masonry, plumbing, and drainage systems
• External works such as stormwater drainage, rainwater tanks, fencing, walkways, and disabled access ramps
• Provision of provisional sums for testing, SMME works, and other allowances

The project also includes specific provisions for health and safety, quality assurance, and compliance with statutory regulations.

Technical Requirements

The technical requirements specify adherence to:

• Standard JBCC Principal Building Agreement and associated preambles
• Occupational Health & Safety Act No. 85 of 1993 and Construction Regulations 2014
• South African Standards (SABS) and SANS specifications for materials and workmanship
• Use of proprietary products as specified, with prior approval for substitutes
• Application of waterproofing, damp proofing, and roofing systems as per manufacturer’s instructions
• Proper handling, storage, and disposal of asbestos and other hazardous materials by certified specialists
• Implementation of quality control measures including material testing and inspections
• Provision of temporary works, site accommodation, and safety measures

Skills Requirements

The tenderer must demonstrate the ability to provide personnel with the following skills:

• Qualified site managers and supervisors with experience in sanitation and building construction
• Skilled tradespeople including masons, carpenters, plumbers, roofers, and metalworkers
• Health and safety officers certified in construction safety standards
• Qualified specialists for asbestos removal and hazardous materials handling
• Quality assurance personnel capable of conducting material testing and inspections
• Experience in managing external contractors and SMMEs for sub-projects
• Administrative staff for documentation, reporting, and compliance management

The contractor must also ensure all personnel are trained in health and safety protocols and adhere to the project’s safety and quality standards.
