Objectives

The primary objectives of this tender are to establish a panel of qualified service providers for electrical works to deliver new works, maintenance, repairs, services, renovations, and installations over a period of three years. The initiative aims to promote local economic development, empower South African enterprises, reduce unemployment, enhance local skills, and support small and medium enterprises (SMMEs) within the Gauteng region. Additionally, the tender seeks to ensure compliance with legal, safety, and procurement standards while fostering transparency and integrity in the procurement process.

Scope

The scope encompasses the provision of electrical services including:

• New electrical works and installations
• Maintenance and repairs of electrical systems
• Renovation and upgrading of electrical infrastructure
• Services related to electrical installations across various Gauteng Government institutions

The contract duration is three years, with specific site locations at various institutions managed by the Department of Infrastructure Development within Gauteng Province. The scope also includes compliance with safety, environmental, and operational requirements, as well as adherence to contractual and legal standards.

Technical Requirements

• CIDB contractor grading designation between 3EB/EP and 5EB/EP
• Submission of relevant appointment letters, completion certificates, and references demonstrating experience in electrical works
• Provision of key staff CVs, qualifications, and professional registrations (e.g., ECSA registration for engineers/technologists)
• Demonstration of company experience with relevant completed projects
• Proof of operational address within Gauteng or rural/ township areas
• Compliance with Occupational Health and Safety Act and Construction Regulations, including submission of relevant certificates
• Provision of valid tax compliance PIN, CIDB registration, CSD registration, and company registration documents
• Submission of financial statements not older than 18 months
• Adherence to environmental and safety standards, including submission of COIDA certificates and SAHPRA licenses if applicable

Skills Requirements

• Qualified artisans with NQF Level 4 or higher and trade test certificates in electrical engineering
• Technicians with NQF Level 6 or higher in electrical engineering and relevant experience
• Professional engineers or technologists registered with ECSA with at least 5 years post-registration experience
• Key staff must demonstrate relevant qualifications, experience, and professional registration
• Ability to deliver projects within specified timeframes, safety standards, and quality requirements
• Capacity to provide ongoing maintenance, repairs, and emergency electrical services
• Experience in working within government or similar institutional environments
• Ability to comply with local economic development and empowerment objectives, including employment of local workforce and SMMEs
