Objectives

The primary objective of this tender is to appoint a multi-disciplinary construction professional service provider, with the architect as the principal agent and leader, to oversee the design, construction, and project close-out of a new 35-bed regional mental health hospital. The project aims to deliver a fully resourced mental health/psychiatric unit, including renovations and alterations to existing facilities, ensuring compliance with current standards and norms.

Scope

The scope encompasses:

• Design, renovation, and construction of a new 35-bed mental health hospital, including male, female, and adolescent units.
• Internal alterations and additions to existing psychiatric facilities.
• Replacement of the existing roof structure.
• Provision of all stages from project initiation (Stage 1) through to close-out (Stage 7) as per the FIDPM framework.
• Engagement of a professional multidisciplinary team including architects, quantity surveyors, engineers (civil, structural, electrical, mechanical, geotechnical), health and safety agents, and land surveyors.
• Adherence to government gazettes, departmental standards, and procurement guidelines throughout all project phases.

Technical Requirements

The technical requirements include:

• Appointing experienced professionals with specific expertise in hospital design and construction, with minimum post-registration experience (e.g., architects with 8-10 years, engineers with 3+ years in health projects).
• Provision of detailed project management plans, including programmes, risk assessments, and health and safety plans.
• Compliance with gazetted standards for each discipline, including SACAP, SACQSP, ECSA, SACPCMP, and SAGC registered professionals.
• Preparation of design development and documentation, ensuring all components meet performance and safety standards.
• Implementation of quality assurance, environmental, and safety management systems.
• Provision of professional indemnity insurance, minimum cover R5 million, or equivalent coverage for all disciplines.
• Adherence to procurement, contractual, and project delivery frameworks, including staged project management (Stages 1-7).

Skills and Experience Requirements

The tender mandates the following skills and experience:

• Architect: Minimum 8-10 years post-registration experience, with a broad portfolio including hospital projects.
• Quantity Surveyor: Minimum 3 years in health sector projects, with experience in cost management and procurement.
• Engineers (Civil, Structural, Electrical, Mechanical): Minimum 3 years in hospital or similar large-scale health infrastructure projects, with relevant professional registration.
• Geotechnical Engineer: Experience in geotechnical investigations for health facilities.
• Land Surveyor: Experience in large-scale infrastructure projects, with a minimum of 3 years.
• Health and Safety Agent: Professional registration with SACPCMP, with relevant experience in hospital or construction safety management.
• All team members must demonstrate a minimum of 3 years post-registration experience relevant to their discipline, with CVs showing specific involvement in health infrastructure projects.
• Provision of professional indemnity insurance (minimum R5 million cover) for all disciplines.
• Consent and commitment to project execution, including signing agreements and complying with contractual conditions.
