Objectives

The primary objectives of this tender are to:

• Manage new infrastructure development and refurbishment projects across ARC offices.
• Establish and maintain a Project Management Office (PMO) to coordinate infrastructure projects.
• Provide professional services and technical oversight for infrastructure projects.
• Conduct property inspections, valuations, and quality assurance.
• Design infrastructure models and/or concepts for ARC.
• Advise ARC on built environment matters to ensure compliance with relevant laws, standards, and regulations.

Scope

The scope of work includes:

• Provision of multidisciplinary built environment professional services, including engineering design, feasibility studies, surveys, and detailed building design.
• Support for infrastructure planning, scope of works, drafting Bills of Quantities, and monitoring from initiation to close-out.
• Execution of structural, electrical, mechanical, geotechnical, environmental, heritage, traffic, and other related engineering functions.
• Conducting studies such as infrastructure assessment, development of concept solutions, and procurement support.
• Full project delivery across all stages: inception, concept, design, documentation, construction, and close-out, as per PROCSA standards.
• Support disciplines including Quantity Surveying, Structural, Civil, Geo-technical, Electrical, Mechanical, Fire, Landscape, Hydrology, Acoustic, Accessibility, Environmental, Heritage, and Traffic Engineering.

Technical Requirements

The technical requirements include:

• Provision of services over five years, covering all project stages from feasibility to close-out.
• Demonstration of extensive experience in delivering built environment services, including planning, design, construction, and project management.
• Capability to support multiple disciplines with qualified professionals registered with relevant statutory bodies (e.g., SACAP, ECSA, SACPCMP, SAGC, SACNASP, SACLAP).
• Adherence to industry standards, regulations, and legislation such as NBR, NEMA, SANS 10400, and acts related to engineering, architecture, and construction.
• Provision of a comprehensive high-level project plan covering objectives, scope, standards, timeline, resources, risk management, quality assurance, and compliance.
• Pricing based on professional fee guidelines, with discounts offered and detailed breakdowns provided.

Skills Requirements

The tender requires service providers to possess:

• Minimum NQF Level 7 qualifications in relevant disciplines (architecture, civil, electrical, mechanical, geotechnical, etc.).
• Registration with professional bodies such as SACAP, ECSA, SACPCMP, SAGC, SACNASP, SACLAP, or equivalent, with at least 5 years of relevant experience.
• Proven track record with at least 10 years in delivering professional built environment services, supported by project completion letters and references.
• Experienced teams with qualified team leads and a sufficient number of registered professionals to support the scope of work.
• Capability to deliver comprehensive project management, technical oversight, and compliance with industry standards.
• Ability to prepare detailed project plans, technical specifications, risk assessments, and quality control procedures.
• Knowledge of applicable legislation, standards, and best practices in the built environment sector.
