Objectives

The primary objective of this tender is to appoint a panel of qualified valuers to provide comprehensive valuation services for immovable properties on behalf of the Gauteng Partnership Fund (GPF). The appointed valuers will conduct property valuations to support GPF’s investment decisions, facilitate affordable housing development, and ensure fair market assessments.

Scope

The scope of work includes delivering detailed valuation reports for properties as and when required. These reports must encompass:

• An "as is" comparable market valuation
• An investment valuation using a cap rate
• A replacement valuation

The valuation must be performed by registered valuers to determine fair and open market values aligned with current market conditions.

Technical Requirements

The technical requirements specify that:

• Valuations must be comprehensive, accurate, and based on current market data.
• Valuers must be registered with the South African Council for the Property Valuers Profession (SACPVP).
• Valuations should include, but not be limited to, market comparison, investment cap rate analysis, and replacement cost assessments.
• Valuers must provide detailed reports that are clear, substantiated, and compliant with relevant standards.
• The valuation process must adhere to the guidelines set out in the Service Level Agreement (SLA) with GPF.

Skills Requirements

The skills and qualifications required for bidders include:

• Registered Valuers with proof of registration with SACPVP (certificates not older than 6 months).
• Experienced Senior Valuers with a minimum of 15 years of relevant industry experience, demonstrated through CVs and certified copies of qualifications.
• Valuation team members with at least 4 to 8 years of relevant work experience, supported by CVs and qualification certificates.
• Proven ability to produce detailed, accurate valuation reports for various property types.
• Capability to undertake "as is," investment, and replacement valuations reliably and efficiently.

The tender seeks experienced, registered property valuers capable of delivering high-quality valuation reports across different valuation methods.
