Objectives

The primary objective of this tender is to appoint a qualified service provider to supply, install, and maintain two security X-ray machines and two walkthrough metal detectors at CEF SOC Ltd facilities for a period of two years. The goal is to enhance physical security measures, safeguard personnel and assets, and ensure compliance with relevant safety and security regulations.

Scope

The scope of work includes:

• Provision of two X-ray machines (model HI-SCAN 5030C or equivalent) with specified technical features.
• Provision of two walkthrough metal detectors with specified capabilities.
• Installation, testing, and commissioning of all equipment.
• Provision of training for security personnel on equipment operation.
• Maintenance and support services throughout the 24-month warranty period.
• Electrical work including connection to power supply, circuit breakers, and obtaining necessary electrical compliance certificates.
• Compliance with safety, health, and security standards, including radiation safety and licensing.

The technical specifications for equipment are detailed as follows:

X-Ray Machine

• Type: HI-SCAN 5030C or equivalent with dual energy-material distinction and HI-TRAX technology.
• Tunnel dimensions: 532mm (W) x 330mm (H); Max object size: 530mm (W) x 320mm (H).
• Image resolution: Standard 38 AWG (0.1mm Cu); Penetration: 14-16mm steel.
• X-ray dose: 0.8 Sv (HI-MAT), no warm-up required.
• Generator: hermetically sealed oil bath, 100kV, with cooling system.
• Image processing: digital with 1024 photo diodes, 14-bit ADC.

Walkthrough Metal Detector

• Type: Multi-zone, panel version with dual-beam photocells, 60 localization zones.
• Features: high throughput, quick reset (0.2 sec), continuous self-diagnostics, multi-zone display, multiple alarm tones, remote programming.
• Environmental: operating voltage 100-277V, temperature -20°C to +65°C, humidity 0-95%.
• Security: compliance with international standards, radiation safety, and licensing requirements.

Skills and Skills Requirements

The successful bidder must demonstrate:

• Experience in delivering similar security equipment projects, with at least 5 relevant projects completed in the past 8 years.
• Qualified personnel, including technicians with a minimum of 6 years’ experience in repairing, maintaining, and installing X-ray machines and metal detectors.
• Technicians must hold N3 electrician or equivalent qualifications recognized by SAQA.
• Project lead with at least 10 years’ experience in similar projects, supported by a detailed CV.
• Ability to develop and execute a detailed project plan with clear timelines (preferably within 1 month).
• Capability to provide comprehensive training, maintenance, and support services throughout the warranty period.
• Knowledge of electrical compliance, safety standards, and licensing procedures, including radiation safety and obtaining necessary permits from SAHPRA and other authorities.
