Objectives

The primary objective of this tender is to facilitate the replacement of single-phase electrical meters and associated equipment within the City of Cape Town's jurisdiction. The aim is to modernize and improve the efficiency, safety, and reliability of the electrical metering infrastructure over a contract period of 36 months.

Scope

The scope encompasses:

• Removal and replacement of existing credit and non-credit single-phase meters with new, compliant meters and associated equipment.
• Installation of Customer Interface Units (CIUs), Meter Control Units (MCUs), and related accessories.
• Replacement of ready boards, distribution boards, and provision of related services such as disconnection, reconnection, and safety inspections.
• Installation of kiosks, overhead and underground reticulation, and associated civil and electrical works.
• Provision of revenue protection, community liaison, and testing services.
• Compliance with safety, quality, and technical standards as specified.

Technical Requirements

The technical requirements include:

• Adherence to applicable standards such as CTES 023, CTES 029, CTES 067, and relevant SANS specifications.
• Use of approved and compliant meters, CIUs, MCUs, and related equipment, with "or equivalent" references where applicable.
• Proper installation, sealing, and commissioning of meters and associated equipment, ensuring safety and operational integrity.
• Implementation of trenching, kiosk installation, welding, and overhead service installation as per detailed specifications.
• Provision of measurement laboratory services, revenue protection inspections, and community liaison services.
• Compliance with occupational health and safety regulations, including submission of safety plans and accreditation.
• Proper documentation, testing, inspection, and handover procedures.

Skills and Skills Requirements

The tender mandates the following skills and qualifications for personnel involved:

• Accredited Class 1 Meter Workers in accordance with SANS 474 and CTES 067.
• Site supervisors accredited as Responsible Persons per NRS 040 standards.
• Professional Engineers or Technologists registered with ECSA for project management, safety, and quality control.
• Personnel trained in occupational health and safety, with appropriate safety plans and certifications.
• Skilled artisans and technicians capable of performing meter replacements, welding, kiosk installation, and overhead service work.
• Community liaison officers familiar with local areas and trained in safe working practices.
• Personnel capable of providing testimony and supporting legal or disciplinary proceedings, if required.
• Personnel with experience in revenue protection, inspection, and testing services.

Overall, personnel must demonstrate technical competence, relevant accreditation, safety awareness, and community engagement skills to ensure successful project delivery.
