Objectives

The primary objective of this tender is to procure professional translation services for the Gauteng Enterprise Propeller Amendment Bill and its Memorandum of Explanatory Objects into IsiZulu, Sepedi, and Afrikaans. The service aims to ensure accurate, high-quality translations that are subject to quality assurance processes, including editing and proofreading, to support legislative and explanatory documentation in multiple official languages.

Scope

The scope includes:

• Translation of the English Amendment Bill (3 pages) and Memorandum of Explanatory Objects (4.25 pages) into IsiZulu, Sepedi, and Afrikaans.
• Provision of translated documents in both Microsoft Word and PDF formats.
• Indication of the estimated time required to produce the translations.
• Implementation of quality assurance measures, including editing and proofreading, with confirmation of translation quality for all languages.

Technical Requirements

The technical requirements specify that:

• Translations must be accurate, clear, and culturally appropriate.
• All translations must undergo quality assurance, including editing and proofreading.
• Translated documents must be delivered in both Microsoft Word and PDF formats.
• Service providers must demonstrate relevant qualifications, experience, and memberships, and provide reference letters for legislative translation work.
• Service providers must adhere to quality standards and deliver within the agreed timeframe.

Skills Requirements

The skills and qualifications required for potential service providers include:

• Diploma or BA degree in Translation, Linguistics, or Languages.
• Relevant interpretation services experience in all official languages.
• Certified qualifications not older than 6 months.
• Comprehensive CV detailing years of experience in translation, especially legislative translation.
• Proof of membership with recognized linguistic or translation institutes (e.g., SATI).
• Minimum of three (3) reference letters for legislative translation work, not older than 5 years, on client letterhead, indicating quality of service, work scope, and contact details.

Additionally, service providers must demonstrate understanding of quality assurance processes, language proficiency, and the ability to meet deadlines to ensure successful delivery of the translation services.
