Objectives

The primary objective of this tender is to procure cardboard Universal Ballot Templates (UBT) for the 2026 Local Government Elections (LGE 2026). These templates are intended to assist visually impaired voters in correctly and independently marking ballots, ensuring secrecy and accessibility during voting. The templates will also be complemented with voter aids tailored for the disability sector to enhance secrecy and ease of use.

Scope

The scope includes the design, manufacturing, packaging, and delivery of:

• 34,000 units of 165mm x 620mm single-column UBT templates
• 34,000 units of 305mm x 620mm double-column UBT templates

The templates must meet specified dimensions, material, and tactile features, including braille markings and diagonal cut-outs for orientation. Delivery must be completed by 21 October 2026 to designated Electoral Commission warehouses, with strict adherence to packaging, handling, and quality standards.

Technical Requirements

• Design & Dimensions:
  • Folded template size: approximately 620mm (±10mm) in length, with widths of 165mm (single column) and 305mm (double column) (±10mm).
  • Templates must allow ballot insertion by election officials and voters, with mechanisms to prevent movement of ballots after insertion.
  • Diagonally cut top right corner at 45 degrees with a depth of approximately 20mm for tactile orientation.
  • Window cut-outs starting 25mm from the top, spaced every 17.2mm, with specific size and spacing.
• Material & Printing:
  • Material: 250-300gsm cardboard, white base color.
  • Braille markings adjacent to each window cut-out, with printed numbers in high contrast and large print for visually impaired users.
  • Color scheme: black/dark background or black on white/light background for contrast.
• Quantity & Packaging:
  • Supply in packs of 10, packed in sturdy cartons, with maximum weight per carton not exceeding 20kg.
  • Stacked on pallets (1000mm x 1200mm), securely strapped and shrink-wrapped, with clear labels indicating contents, quantity, weight, and supplier details.
• Delivery & Quality Control:
  • Delivery to specified warehouses by 21 October 2026 during working hours.
  • Inspections at supplier premises for quality and compliance before delivery.
  • Proofs required before bulk production.

Skills Requirements

• Proven experience in braille printing and accessible template design.
• Capability to produce templates with precise tactile features, braille markings, and high-contrast printing.
• Capacity to manufacture large quantities within tight deadlines, ensuring quality standards.
• Ability to develop production strategies for templates exceeding standard lengths if required.
• Competence in packaging, handling, and logistics to meet delivery specifications.
• Experience in quality assurance, including conducting inspections and providing proofs for approval.
• Capacity to adhere to confidentiality and intellectual property restrictions, with exclusive rights retained by the Electoral Commission.
