The employer retains the right to modify, adjust, or omit portions of the scope during the contract period. Technical Requirements

• CIDB Registration: Contractors must hold active registration with the Construction Industry Development Board (CIDB) in a CE (Construction Engineering) class.
• Grading Threshold: The contractor’s CIDB grading designation must meet or exceed the requirement calculated against the estimated contract value (R 3 million to R 6 million), per applicable construction industry regulations.
• Compliance Documentation: Submission of original or certified copies of valid B-BBEE Status Level Verification Certificates and verified Proof of Locality.
• Mandatory Declarations: Completion of Annexure MBD 6.1 is compulsory for preference point allocation; omission results in zero preference points.
• Procurement Alignment: Full compliance with the municipality’s Preferential Procurement Policy and all attached technical specifications.

Skills Requirements

• Engineering Competency: Proven capability in water infrastructure construction, including pipeline laying, reservoir or tank upgrades, pump station installations, and associated civil earthworks.
• Project Administration: Qualified personnel able to interpret municipal tender schedules, prepare fully compliant submissions, and manage construction planning, quality assurance, and reporting.
• Technical Representation: A senior technical representative from the bidding firm must attend the compulsory clarification meeting to address engineering queries and site-specific requirements.
