Objectives

The primary objective of this tender is to appoint a qualified service provider to complete the remaining installation, testing, and commissioning of a Grid-Tied Photovoltaic (PV) System at the Vanrhynsdorp Transmitter Station. The project aims to finalize the development of a 55kW PV plant, ensuring it is fully operational, compliant with standards, and integrated into the existing infrastructure.

Scope

The scope of work includes:

• Supply, installation, testing, and commissioning of the PV system components.
• Installation of solar panel arrays, control and monitoring equipment, AC distribution boards, and inverters.
• Site works including trenches, fencing, security measures, and infrastructure upgrades.
• Initiation and management of the Small Scale Embedded Generation (SSEG) application process with Eskom.
• Provision of documentation, compliance, certification, and final handover procedures.

The contractor must complete the remaining installation activities, conduct full system testing, and ensure the system is fully operational and compliant with relevant standards.

Technical Requirements

The technical specifications include:

• Installation of a solar panel array with specified capacity and configuration.
• Control and monitoring systems capable of 24/7 metering, including SMA’s “Webconnect” or equivalent, with display features showing theoretical vs. actual kWh production.
• AC distribution boards and associated electrical works.
• SEC1000 inverter unit installation.
• Fencing, security installations, and site works including trenches and infrastructure upgrades.
• Inverter installation with galvanised steel frames and cable management.
• Application and liaison for Small Scale Embedded Generation (SSEG) approval with Eskom, including documentation, submission, and compliance management.
• Final commissioning, certification, and reporting to meet regulatory standards.

Skills Requirements

The successful bidder must demonstrate:

• CIDB grading of at least 2EB CRS or higher, with valid registration and proof.
• Registration as an electrical contractor with the Department of Labour, including a valid Letter of Good Standing for Occupational Injuries and Disease Act (COIDA).
• Qualified electricians with valid wireman’s licences (including three-phase electricians).
• Registered professional engineer or technologist with ECSA.
• Experience in solar PV installations, with references from projects completed within the last 10 years, including details of installed capacity and system types.
• Proven capability in site works, fencing, security, and infrastructure upgrades.
• Ability to manage regulatory applications, particularly SSEG approval processes with Eskom.
• Strong project management and documentation skills to ensure compliance, certification, and final handover.
