Objectives

The primary objective of this tender is to design, supply, install, and commission a photovoltaic (PV) solar system at Vrolijkheid Nature Reserve, including battery backup, electrical reticulation, and structural support structures. The project aims to enhance renewable energy generation within the reserve, ensure environmental compliance, and provide reliable power infrastructure that supports conservation and eco-tourism activities.

Scope

The scope encompasses:

• Design, supply, and installation of ground-mounted PV solar panels and associated support structures.
• Installation of PowerHub 120 storage units with enclosures.
• Modification and connection of existing electrical distribution boards (DBs).
• Reticulation cabling, trenching, and fencing around the PV array.
• Electrical usage logging and structural certification of support structures.
• Provision of environmental management, health & safety, and project close-out documentation.
• Coordination with local authorities, Eskom, and compliance with relevant standards and regulations.

Technical Requirements

The technical scope includes:

• Ground-mounted PV arrays with specified panel sizes and configurations.
• Use of hybrid inverters with MPPT capability, compliant with IEC standards.
• Battery storage systems with minimum 10-year service life, overcharge/discharge protection, and suitable communication interfaces.
• Electrical infrastructure including LV switchboards, distribution boards, cabling, cable trays, and conduit systems, all compliant with SANS, IEC, and local standards.
• Lightning protection and earthing systems conforming to SANS 10313 and IEC 62305.
• Environmental and structural engineering assessments, including structural support design signed off by a registered engineer.
• Installation of monitoring, metering, and communication systems for system performance and safety.
• Preparation of as-built drawings, operation & maintenance manuals, and compliance certificates.

Skills and Competency Requirements

The tenderer must demonstrate:

• Registration with the CIDB at contractor grading of 4EB or higher, or capable of registration prior to evaluation.
• Proven experience in designing and installing grid-tied PV solar systems of similar or greater capacity (minimum R3 million project value within the last 5 years).
• Qualified electrical engineers and technicians with relevant certifications (e.g., ECB registration, SANS 10142 compliance).
• Structural engineering expertise, with signed-off designs for ground-mounted PV support structures.
• Experience in environmental management, including preparation and implementation of EMPs, site demarcation, and rehabilitation.
• Capability to supply and install electrical and civil infrastructure in accordance with national standards and safety regulations.
• Ability to coordinate with local authorities, Eskom, and other stakeholders for grid connection and compliance.
• Provision of qualified project management personnel, including site supervisors and health & safety officers.
• Demonstrated capacity to produce detailed technical documentation, as-built drawings, and operation manuals.
