Objectives

The primary objective of this tender is to appoint a multi-disciplinary professional team to undertake the construction of the new Rossburgh Driver Licensing Testing Centre (DLTC). The team will comprise an architect (PA), quantity surveyor, civil and structural engineer, land surveyor, geotechnical engineer, mechanical engineer, electrical engineer, and health and safety agent. The overarching goal is to deliver a comprehensive design, procurement, construction, and project close-out for the new facility, ensuring compliance with relevant standards, regulations, and project requirements.

Scope

The scope of work includes the full lifecycle of the project, divided into key stages:

• Stage 2: Concept and Viability – Develop initial design concepts, advise on land use rights, review costs, and prepare a project programme.
• Stage 3: Design Development – Finalize detailed design, integrate other consultants’ inputs, and prepare documentation for approval and tendering.
• Stage 4: Documentation & Procurement – Prepare technical specifications, tender documentation, and assist in procurement processes.
• Stage 5: Construction – Administer the building contract, oversee site activities, quality assurance, and manage variations and claims.
• Stage 6: Close-out – Complete project documentation, facilitate handover, and ensure operational manuals and as-built drawings are provided.

The scope also encompasses compliance with infrastructure delivery systems, health and safety standards, and project management protocols throughout all phases.

Technical Requirements

The technical requirements specify the qualifications, experience, and documentation needed from the bidding entities:

• Discipline-specific experience: Each professional team member must have undertaken at least 3 projects in their respective fields within the past seven years, with project values within specified ranges (e.g., architect: R10m–R20m).
• Professional registration: All key professionals must be registered with their respective councils (SACAP, ECSA, SACQSP, etc.) and provide proof of registration.
• Documentation: Schedule of previous work, letters of appointment, reference letters, completion certificates, and proof of registration and indemnity insurance.
• Insurance: Evidence of adequate professional indemnity insurance with minimum cover values as specified per discipline.
• Project team experience: Professionals assigned must have a minimum of 5 years’ post-registration experience.
• Project management and compliance: The team must demonstrate capability to deliver within the project programme, adhere to health and safety standards, and comply with the Infrastructure Delivery Management System (IDMS).
• Pricing and fee structure: The tender must include detailed fee proposals based on either value-based or time-based remuneration, with disbursements and allowances clearly specified.
• Preference points and socio-economic goals: The bid must address B-BBEE compliance, local enterprise promotion, and other specific goals, supported by relevant documentation.

Only bids meeting all mandatory technical criteria, including registration, experience, and insurance, will be considered responsive. The technical requirements ensure that the appointed team is qualified, experienced, and capable of delivering the project in accordance with the specified standards and regulations.
