Objectives

The primary objective of this tender is to refurbish and reinstate the Poortview Sewer Pump Station. The project aims to ensure the station's functionality through comprehensive refurbishment works, including repairs, installation of security measures, reinstatement of water supply, and electrical and mechanical upgrades, all in compliance with safety and legislative standards.

Scope of Work

The scope encompasses:

• Site Preparations: Repairs to access roads supporting heavy-duty trucks, installation of security fencing adhering to security standards, and reinstatement of water supply to the pump station.
• Security Infrastructure: Supply and delivery of a removable guardhouse.
• Electrical Works: Installation of cables from City Power to the pump station, with specifics confirmed during site briefing.
• Mechanical Works: Mechanical refurbishment including work on the sump deck and related components.
• Generator Supply: Provision of backup power solutions.
• Safety and Project Delivery: Preparation of a SHE (Safety, Health, Environment) file, risk assessments, safe work procedures, and adherence to project timelines.

Technical Requirements

General

All quotations must be submitted in PDF format, inclusive of VAT (or indicate if not applicable), and on the company's official letterhead. Valid lease agreements or municipal accounts not in arrears for over 90 days must be provided.

Specific Technical Requirements

• Site Briefing: Attendance at a compulsory site briefing scheduled for 17 September 2025 at the Poortview Sewer Pump Station.
• Electrical Scope: Connection from City Power, with details confirmed during site briefing.
• Mechanical Scope: Mechanical refurbishment, including sump deck work.
• Generator Supply: Provision of standby power solutions.
• Safety File: Must comply with SHE specifications, including risk assessments, safe work procedures, toolbox talks, PPE management, signage, incident reporting, and emergency procedures.
• Project Delivery Period: Defined timeline for project completion.
• Evaluation Criteria: Minimum of 60% score based on understanding RFQ specifications, CIDB registration, references, and delivery period.

Additional Technical Requirements

• Suppliers must demonstrate compliance with SHE standards, including insurance, competence, inductions, safety documentation, and site-specific safety measures.
• All electrical and mechanical installations must meet relevant safety and quality standards, with inspections recorded and certified by competent persons.
• Excavation and backfilling works must adhere to safety and technical standards, including ground stability assessments, shoring, utility location, and safe access.
• Confined space entry procedures, pressure equipment safety, and machinery safeguarding must be strictly followed.
