Objectives

The primary objective of this tender is to supply and install bulletproof guard house cabins (measuring 2.4m x 3m) equipped with windows, along with associated security and utility features. The project aims to enhance security at Hendrina Power Station's critical remote areas by providing secure, resilient structures that can withstand small arms threats and facilitate 24/7 site protection.

Scope

The scope of work includes:

• Supply and installation of standard guard house cabins with windows (2.4m x 3m).
• Provision of 12,000 Btu commercial air conditioners (6 units in total).
• Installation of 4 external LED spotlights per guard house.
• Provision of water connections where required.
• Installation of plumbing systems.
• Installation of solar panels where there is no electricity connection point.
• Provision of Distribution Box (DB box) and Certificate of Compliance (COC).
• Additional requirements include ensuring the structures are bullet-resistant against weapons such as machine guns and comply with relevant standards and regulations.

Technical Requirements

The technical specifications for the project include:

• Design and construction of bulletproof guard houses with windows, meeting standards such as SANS 1263 – Part 3 for bullet-resistant glazing and British G3 standards for security doors.
• Installation of electrical systems including DB boxes and Certificates of Compliance.
• Provision of water connections and plumbing systems where necessary.
• Installation of solar panels in locations without existing electricity connections.
• Use of materials and methods compliant with ISO 9001, PW 371, and other relevant standards.
• Ballistic testing and certification for the bullet-resistant features.
• Adherence to health, safety, and environmental regulations, including the Mine Health and Safety Act, Occupational Health and Safety Act, and Environmental Management Act.

Skills Requirements

The successful contractor and team must possess:

• Experience in designing and installing bulletproof security structures and guard houses.
• Knowledge of ballistic materials and standards such as SANS 1263 and British G3.
• Proficiency in electrical and plumbing installations, including solar power systems.
• Capability to conduct ballistic testing and obtain necessary certifications (COC).
• Compliance with health, safety, and environmental regulations, including relevant acts and standards.
• Qualified personnel with certifications from the Private Security Industry Regulatory Authority (PSIRA).
• Ability to coordinate with multiple departments, including Civil Engineering & Maintenance, for seamless project execution.
