Objectives

The primary objective of this tender is to appoint a qualified contractor to supply, install, and commission a heat pump and hot well tank system for Clairwood Hospital. The project aims to upgrade the facility’s thermal management and water heating infrastructure with reliable, energy-efficient equipment that meets clinical and operational standards.

Scope of Work

The successful tenderer will deliver end-to-end execution of the project, including procurement, transportation, installation, testing, and final commissioning of the heat pump and hot well tank. Responsibilities extend to system integration, performance validation, and handover documentation. Following contract award, the contractor must compile and maintain a comprehensive site safety file throughout the project duration. All work must comply with hospital operational protocols and relevant South African construction and electrical standards.

Technical Requirements

• CIDB Grading: While an estimated minimum grading of 1ME is suggested, formal eligibility strictly requires a CIDB contractor grading of 2ME or higher.
• Corporate Documentation: Valid CIPC registration certificate, BBBEE certificate or sworn affidavit, certified ID copies, and a current tax clearance certificate.
• Trade Certification: Official proof of a trade test in a mechanical discipline, specifically air conditioning and refrigeration.
• Electrical Compliance: A valid electrical Certificate of Compliance (COC) must be submitted with the tender.
• Safety Management: The awarded contractor is obligated to develop and maintain a site-specific safety file in line with occupational health and safety legislation.
• Submission Compliance: Tenders must strictly utilize the official documentation package. Late submissions will be rejected, and all procedures regarding sealing, addressing, delivery, opening, and evaluation must be followed precisely.

Skills Requirements

• Certified mechanical artisans or engineers with specialized training in air conditioning and refrigeration systems.
• Proven experience in the installation, alignment, and commissioning of commercial heat pumps and hot well tanks.
• Competency in conducting electrical safety inspections and issuing legally compliant COCs.
• Ability to draft, implement, and manage construction safety files according to South African regulatory frameworks.
• Project coordination expertise to execute works within hospital environments while minimizing disruption to medical operations.

• CIDB Grading (1ME/2ME): The Construction Industry Development Board classification system evaluates contractor capacity. “ME” stands for Mechanical Engineering, indicating approval to undertake mechanical installation projects of corresponding financial and technical scale.
• Hot Well Tank: A sealed collection vessel in HVAC/refrigeration circuits that gathers condensed water or recovered refrigerant. It stabilizes system pressure, prevents flooding, and facilitates safe recirculation or disposal.
• Heat Pump: A thermodynamic system that transfers thermal energy rather than generating it directly. In this context, it is used to efficiently heat water or maintain temperature control using ambient heat exchange.
• BBBEE: Broad-Based Black Economic Empowerment, a South African policy framework aimed at increasing economic participation and ownership by historically disadvantaged groups.
• COC (Electrical): A statutory Certificate of Compliance confirming that electrical installations meet national safety codes and are safe for energization and use.
