Objectives

The primary objective is to procure and deliver toilet paper supplies to the warehouse at General Justice Gizenga Mpanza (GJGM) Regional Hospital in KwaZulu-Natal. This is a once-off contract administered by the Department of Health, aiming to ensure consistent availability of essential hygiene products through a competitive quotation process.

Scope

• Supply and Delivery: Provision of 1100 bales of toilet paper delivered directly to the hospital warehouse.
• Contract Duration: Once-off supply contract.
• Evaluation Process: Quotations undergo five stages: administrative compliance, capacity to deliver, specification compliance, price and preference points, and sample submission.
• Sample Verification: The top three scoring bidders may be required to submit physical samples for scrutiny. Failure to provide compliant samples results in disqualification.

Technical Requirements

• Product Specifications:
  • Material: 100% pure virgin toilet paper.
  • Sheet Size: 100mm x 110mm.
  • Ply: 1 ply.
  • Packaging: 48 rolls per bale.
• Quantity: 1100 bales.
• Quality Standards: Goods must comply with relevant South African National Standards (SANS/SABS). Products must be new and unused; second-hand items are strictly prohibited.
• Shelf Life: Supplied products must have a minimum remaining validity of six months. Expired goods will be rejected.
• Packing: Adequate packaging required to prevent damage or deterioration during transit and storage.

Skills and Qualification Requirements

• Demonstrated Experience: Bidders must prove prior delivery experience within the health sector by submitting a valid copy of an order and delivery note from a public or private health facility.
• Registration and Compliance:
  • Active registration on the Central Suppliers Database (CSD).
  • Valid SARS tax clearance status.
  • Current Broad-Based Black Economic Empowerment (B-BBEE) certificate or affidavit.
• Ownership Preference: To claim preference points for specific goals, bidders must provide proof of 100% Black African ownership verified by the Companies and Intellectual Property Commission (CIPC).
• Administrative Competence: Ability to accurately complete all mandatory Standard Bidding Document (SBD) forms, including declarations of interest and preference point claims.
• Financial Capability: Bidders must be financially stable and capable of fulfilling contractual obligations without default.
