Objectives

The primary objective of this tender is to procure services for the installation and integration of fencing, irrigation, and solar power infrastructure at Tweekuilen Farm. The project aims to repair, rehabilitate, supply, deliver, install, test, and commission a complete, operational agricultural water supply system that includes fencing, solar-powered water pumping, pipelines, water tanks, livestock troughs, backwash valves, drip irrigation, and related civil, mechanical, electrical, and plumbing works. The goal is to establish a sustainable, integrated infrastructure that enhances farm productivity and water management within the specified scope and timeline.

Scope

The scope of work encompasses:

• Repair and rehabilitation of approximately 7,200 meters of existing fencing and installation of new fencing sections.
• Supply and installation of a 11 kW solar-powered water pump, inverter, lithium batteries, and integration with existing infrastructure.
• Supply and installation of approximately 2,300 meters of PVC pipeline, water storage tanks, livestock water troughs, backwash valves, drip irrigation system, and associated civil, mechanical, electrical, and plumbing works.
• Testing, commissioning, and handover of the complete integrated system ensuring full operational functionality.
• Integration of new infrastructure with existing site infrastructure, including solar, water source, pipelines, tanks, and electrical systems.
• Provision of all labor, supervision, transport, plant, equipment, tools, materials, fittings, and consumables necessary for project completion within a 3-month period.

Technical Requirements

The technical requirements include:

• Site inspection and familiarization with existing infrastructure, connection points, and site conditions.
• Repair, replacement, and installation of fencing, including posts, wire, droppers, clips, and fasteners.
• Supply, installation, and integration of a solar-powered water pump system, including pump, inverter, batteries, and control systems.
• Supply and installation of pipelines, water tanks, livestock troughs, backwash valves, drip irrigation, and associated fittings.
• Connection, integration, and testing of all electrical, mechanical, plumbing, and civil components to ensure system functionality.
• Compliance with environmental, health, and safety standards, including risk assessments, safety signage, PPE, and site safety protocols.
• Testing and commissioning of the entire system, including pressure testing, leakage testing, and operational demonstrations.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in irrigation, solar-powered water systems, fencing, and infrastructure installation projects, with detailed references and project lists.
• Competency in civil, mechanical, electrical, and plumbing works, supported by CIDB grading (minimum 3CE and 3GB or higher).
• Qualified construction management personnel with relevant construction regulations and health & safety compliance, including detailed CVs and proof of competency.
• Ability to coordinate and integrate existing infrastructure with new systems, ensuring compatibility and operational efficiency.
• Capacity to manage environmental and safety risks, with appropriate risk assessments, safety plans, and safety equipment.
• Effective project management skills to deliver within the stipulated 90-day contract period, including resource planning and site supervision.
• Knowledge of relevant legislation, including Occupational Health & Safety Act, Environmental Regulations, and Electrical Safety standards.
