Objectives

The primary objective of this tender is to procure a service provider for the supply and delivery of plastic refuse bags for a period of 36 months. The project aims to ensure the availability of high-quality refuse bags to support the municipality's waste management and environmental initiatives, in line with relevant environmental legislation.

Scope

The scope includes:

• Supply and delivery of plastic refuse bags (both black and green) as required over a three-year period.
• Provision of minimum quantities: 1 million black bags in September each year and 500,000 green bags in October and November each year.
• Supply of samples of the refuse bags for tender consideration.
• Delivery within seven (7) calendar days of order receipt.
• Compliance with specified thickness (35 microns) and quality standards.
• Adherence to project timelines and budget estimates.

Technical Requirements

The technical specifications include:

• Samples of refuse bags must be supplied for evaluation.
• Minimum quantity of 1 million black refuse bags in September annually.
• Minimum quantity of 500,000 green refuse bags in October and November annually.
• Refuse bags must have a thickness of 35 microns and be of current, high-quality design.
• Supply within seven (7) calendar days of order receipt.
• Provision of certificates of compliance on thickness and quality.
• Supply of samples for testing and evaluation.
• Supply of bags that meet environmental and safety standards.

Skills and Experience Requirements

Bidders must demonstrate:

• Relevant experience in the supply and delivery of plastic refuse bags, with at least 3 completed projects and references.
• Experience in managing large-scale supply projects with proven delivery capabilities.
• Ability to supply a minimum of 1 million black bags and 500,000 green bags annually within specified timeframes.
• Technical competence in manufacturing or sourcing quality refuse bags that meet specified standards.
• Provision of samples and documentation proving compliance with technical specifications.
• Demonstrated understanding of environmental legislation and waste management standards.
