Objectives

The primary objective of this tender is to secure services for the maintenance voyage involving cargo transport and cargo clearance, including both forward and return journeys to Marion Island. The aim is to facilitate efficient cargo handling, clearance, and transportation operations in accordance with specified requirements, ensuring timely and compliant delivery of maintenance materials, tools, and equipment.

Scope

The scope encompasses:

• Transport and clearance of approximately 80 containers and timber crates of various sizes, not exceeding 1.2 tons each, to and from the vessel S.A. Agulhas II at Cape Town Harbour.
• Loading, offloading, and transportation of cargo within the Cape Town Harbour area, including to Customs House Cape Town.
• Potential decontamination/disinfection of cargo before loading and after offloading.
• Provision of hazardous material declarations and compliance with safety standards.
• Assistance with transportation, cargo clearance, and loading of maintenance materials for emergency deployments to Marion Island.

The activities are scheduled around specific dates in July and September 2026, with cargo clearance within two working days and transportation to designated locations.

Technical Requirements

• Transport of containers/crates of various shapes and sizes, including hazardous materials.
• Use of suitably sized trucks and trailers (flatbeds) for loading/off-loading operations.
• Compliance with safety, health, and environmental standards, including decontamination/disinfection procedures.
• Cargo clearance within two working days, with provisions for extensions during weekends if necessary.
• Provision of detailed packing lists per container/crate for clearance procedures.
• Adherence to customs and import/export regulations, including declaration of hazardous materials.
• Capability to handle approximately 80 containers and timber crates, with fixed unit rates for the contract duration.

Skills Requirements

• Proficiency in cargo handling, including loading, offloading, and transportation within port environments.
• Experience in cargo clearance procedures, including hazardous material declarations and compliance with customs regulations.
• Ability to operate and manage suitably sized trucks and trailers for diverse cargo types.
• Knowledge of safety protocols related to hazardous materials and disinfection procedures.
• Capacity to perform cargo decontamination/disinfection and manage emergency cargo deployments.
• Effective communication skills for coordination with the Department of Public Works & Infrastructure and other stakeholders.
• Ability to provide detailed documentation, including packing lists and clearance reports.
