Overview and Objective

The purpose of this tender is to procure and deliver specific electricity materials for the Mpofana Local Municipality. The objective is to ensure a reliable supply of essential components for the maintenance and expansion of the municipal electrical network.

Scope of Work

The successful bidder will be required to supply and deliver the following items:

• Item 1: 35mm² × 3 Core XLPE 11kV Cable – quantity: 10 metres
• Item 2: 25–95mm² Bimetal Shear Ferrules – quantity: 30 units

Delivery must be made to the municipality’s designated location. The bidder is responsible for ensuring that all materials meet the specified technical standards and are delivered in good condition.

Technical Requirements

• XLPE Cable: The cable must be 3‑core, cross‑linked polyethylene (XLPE) insulated, rated for 11kV operation, with a conductor cross‑section of 35mm². XLPE insulation provides high thermal resistance and excellent electrical properties, making it suitable for medium‑voltage power distribution.
• Bimetal Shear Ferrules: These are connectors used to join aluminium and copper conductors. The “bimetal” construction ensures a reliable, corrosion‑resistant connection between dissimilar metals. The size range (25–95mm²) indicates the conductor cross‑sectional areas it can accommodate. “Shear” refers to the design where the bolt head shears off at a predetermined torque, ensuring correct tightening.

Skills and Compliance Requirements

Bidders must demonstrate the following:

• Registration on the Central Supplier Database (CSD) – mandatory for consideration.
• Compliance with the Preferential Procurement Policy Framework Act (PPPFA) and the 2022 Regulations.
• Ability to complete and submit all required declarations, including the Declaration of Interest, Past Supply Chain Management Practices, and Certificate of Independent Bid Determination.
• Capacity to deliver the specified materials within the required timeframe.
• Willingness to participate in the 80/20 preference point system, where 80 points are allocated for price and 20 points for specific goals (e.g., Black‑Owned, Woman‑Owned, or Disability‑Owned enterprises).

Evaluation and Award Criteria

The tender will be evaluated in two stages:

1. Stage One – Administrative Compliance: Bidders must submit all mandatory documents and declarations. Failure to provide required information will render the bid non‑responsive.
2. Stage Two – Price and Preference Points: The lowest acceptable tender will score the maximum 80 price points. Additional points (up to 20) are awarded for specific goals as claimed and substantiated by the bidder.

The contract will be awarded to the bidder with the highest total score, subject to compliance with all requirements.
