Objectives

The primary objective of this tender is to appoint a qualified supplier to provide and deliver essential cleaning and maintenance materials to Mpofana Local Municipality within the 2025/26 financial year, ensuring operational continuity and compliance with municipal supply chain protocols.

Scope

The contract encompasses the supply and delivery of a predefined list of cleaning consumables and light maintenance products. Key items include:

• Toilet deodorizer blocks (1kg, assorted fragrances)
• Furniture polish (300ml, silicone-based)
• Glass and window cleaner spray (750ml, streak-free)
• Microfiber cloths (lint-free, packs of 5)
• Janitorial buckets with spout and handle (14L)
• Long-handle feather dusters
• Brick and stone sealant (500ml)
• Interior wood finish (500ml)
• Paint brushes (50mm)
• Wood floor glue (500ml)
• Large grass brooms and industrial brooms
• Household bleach (750ml, regular)
• Household gloves

Quantities are specified per item. The municipality reserves the right to award the contract for the full scope or only a portion thereof.

Technical Requirements

Bidders must satisfy mandatory administrative and compliance criteria to be considered responsive:

• Active registration on the Central Supplier Database (CSD) with verified tax compliance status.
• Submission of all prescribed Municipal Bidding Documents (MBDs), including declarations on past supply chain conduct, independent bid determination, conflict of interest, and preference point claims.
• Strict adherence to product specifications regarding volume, formulation, packaging type, and quantity.
• Physical delivery of quotations to the designated municipal tender box before the closing date and time.
• Ability to fulfill delivery obligations within the stipulated financial year without delays.

Skills Requirements

No formal academic or trade certifications are explicitly mandated. However, successful bidders are expected to demonstrate:

• Proven track record in supplying municipal-grade cleaning and facility maintenance products.
• Operational capacity to manage procurement, warehousing, and multi-site logistics efficiently.
• Administrative competence in accurately completing public sector bidding documentation and compliance forms.
• Familiarity with South African public procurement regulations and ethical sourcing standards.

Unusual or Complicated Terms

80/20 Preference Point System: Bid evaluation uses a weighted scoring model where 80 points are allocated to price competitiveness and 20 points to socio-economic transformation targets. Price scores are calculated proportionally against the lowest acceptable tender price.

Specific Goals: Up to 20 preference points are awarded based on enterprise ownership demographics: 10 points for 100% Black-owned businesses, 5 points for 100% women-owned enterprises, and 5 points for disability-owned companies. Claiming these points requires verifiable documentation such as CIPC registration certificates, identity documents, and medical certificates.

MBD Compliance Forms: Standardised declaration forms require bidders to certify independence from competitors, disclose any relationships with state employees involved in evaluation, confirm absence of fraud/corruption convictions, and attest to accurate information. Incomplete or falsified submissions result in automatic disqualification.
