Objectives

The primary objective of this tender is to appoint qualified contractors with a CIDB grading of 1ME or higher to supply, install, replace, maintain, and repair air conditioning, air cooling, refrigeration, and mechanical ventilation systems across various offices within Mogale City Local Municipality. The contract aims to ensure the effective management and maintenance of these systems over a period of twelve months on an as-and-when-required basis, enhancing the operational efficiency and comfort of municipal facilities.

Scope

The scope of work includes:

• Repair and maintenance of refrigeration and air conditioning equipment, including window units, split systems, cassette units, and chillers.
• Inspection, recording, and asset register compilation for all air conditioning systems.
• Servicing, repairing, and commissioning existing equipment.
• Installing and commissioning new air conditioning units and systems.
• Periodic maintenance services on all air conditioning equipment.
• Provision of a one-year maintenance and guarantee contract for newly installed systems.
• Provision of specialist HVAC maintenance and repair services, including supply of components such as fan motors, sensors, capacitors, coils, relays, refrigerant recharge, vacuum flush, remote controls, and piping.

The scope also encompasses provisional sums for unscheduled or non-specified work, with approximate quantities provided in the schedules of quantities.

Technical Requirements

The technical requirements include:

• Provision of qualified personnel, including artisans with trade test certificates and experience in HVAC maintenance and repairs.
• Submission of detailed CVs for key team members, demonstrating relevant experience and qualifications.
• Completion of all work in accordance with specifications, with responsiveness and compliance being critical evaluation criteria.
• Provision of asset registers, asset management, and comprehensive documentation for all systems.
• Adherence to safety, quality, and operational standards for installation, servicing, and repairs.
• Rates inclusive of all consumables, labor, transportation, and installation costs.
• Provision of new air conditioning units, including supports, piping, electrical connections, and controls, with options for inverter and non-inverter units.

Skills Requirements

The successful bidder must demonstrate:

• Experience in HVAC maintenance, repair, and installation, with a minimum of two years for key artisans and at least one year for assistants.
• Proven track record through reference letters and completed projects similar in scope and size.
• Qualified personnel with relevant trade test certificates and experience in heating, ventilation, and air conditioning systems.
• Capability to provide comprehensive maintenance, repair, and installation services, including specialized HVAC components.
• Availability of necessary infrastructure, plant, equipment, and resources to execute the contract efficiently.
• Compliance with municipal and national procurement policies, including registration on the Central Supplier Database and tax compliance.
