Objectives

The primary objective of this tender is to solicit bids for the supply and delivery of various paints, varnishes, brushes, rollers, and related materials to City Power Johannesburg. The aim is to ensure the procurement of quality materials that meet specified standards for use in building and maintenance projects, with a focus on compliance, cost-effectiveness, and adherence to environmental and safety standards.

Scope

The scope encompasses the procurement of a wide range of paint products including:

• Enamel paints (blue, black, red, green, golden yellow, silver, etc.)
• Specialty paints such as floor paints and anti-corrosion paints
• Varnishes and undercoats
• Enamel and PVA paints
• Aluminium and reflective paints
• Brushes of various sizes and types
• Paint rollers and handle-frames

The materials are intended for interior and exterior use, including primed and unprimed surfaces, with specifications aligned to relevant standards (e.g., SANS, ISO). Delivery is to be made directly to City Power stores, with strict adherence to quality, safety, and environmental management requirements.

Technical Requirements

The technical requirements specify that all products must:

• Comply with relevant standards such as SANS 174, SANS 630, SANS 887, SANS 1247, and ISO 1247
• Be free from lumps, skins, extraneous matter, and color separation upon examination
• Have specified dry and hard-dry times, gloss levels, and application properties
• Be packed in sealed, durable containers with clear, legible markings including batch number, color, and instructions
• Meet environmental, health, and safety standards, including proper storage, handling, and disposal procedures
• Include necessary documentation such as test certificates, manuals, and compliance certificates

Specific product standards cover paint composition, application properties, storage stability, and packaging. Additional requirements include environmental management plans, health and safety plans, and quality management systems aligned with ISO 9001:2015.

Skills and Competency Requirements

• Proven experience in manufacturing, supplying, or distributing paints, varnishes, brushes, and rollers
• Ability to provide valid and current certification such as SARS tax clearance, BBBEE certificates, CSD registration, and relevant ISO certifications
• Demonstrated compliance with environmental, health, and safety standards, including the ability to implement environmental management, health and safety plans, and quality management systems
• Capability to supply detailed technical documentation, manuals, and test reports in catalog format
• Experience in providing products that meet specified standards and in adhering to strict packaging, labeling, and storage requirements
• Capacity to complete and submit all required bid documentation, including MBD forms, declaration of interest, and deviation schedules
• Ability to demonstrate good governance, transparency, and compliance with procurement regulations, including non-collusive bidding practices
