Objectives

The primary objective of this tender is to appoint a qualified service provider to perform the service and repair of HVAC equipment for various clients in Area 1 over a duration of 4 months. The aim is to ensure the proper maintenance, functionality, and reliability of HVAC systems across multiple sites including Mthatha, Libode, Ngqeleni, Mqanduli, Elliotdale, Kwaiman, and Bityi.

Scope

The scope encompasses:

• Provision of routine maintenance, repairs, and servicing of HVAC equipment at designated sites.
• Carrying out repairs, replacements, and technical assessments as required.
• Ensuring compliance with safety, health, and environmental standards.
• Engagement across multiple locations within Area 1, including various clients and facilities.
• Adherence to specified contractual durations and service levels.

Technical Requirements

The technical requirements include:

• Demonstrated experience in HVAC servicing and repairs, preferably on comparable projects within the last 5-10 years.
• CIDB contractor grading of at least 1 ME or higher.
• Provision of qualified technicians with relevant trade certificates and licenses (e.g., refrigeration and gas licenses).
• Compliance with safety and security protocols, including security clearance where applicable.
• Submission of detailed work plans, programmes, and safety plans prior to commencement.
• Use of approved tools, equipment, and materials in line with manufacturer specifications and industry standards.
• Provision of proof of registration on the Central Supplier Database (CSD).
• Adherence to the specifications outlined in the terms of reference and contractual conditions.

Skills Requirements

The successful tenderer must possess:

• Technical expertise in HVAC systems, including installation, maintenance, and repair of air conditioning, refrigeration, and ventilation equipment.
• Qualified personnel with Trade Test Certificates in Refrigeration and Air Conditioning.
• Technicians with valid gas licenses (SAQCC Gas Certification).
• Experience in managing multiple sites and coordinating service schedules effectively.
• Knowledge of safety regulations, health protocols, and environmental standards.
• Strong project management and communication skills to liaise with clients and the Department.
• Ability to prepare detailed reports, work programmes, and safety documentation.
• Capacity to respond promptly to technical issues and emergency repairs.
