Objectives

The primary objective of this tender is to procure and deliver a comprehensive range of plumbing materials and maintenance accessories to Christ the King Hospital. The procurement supports routine facility upkeep while adhering to public sector supply chain management principles, emphasizing cost-effectiveness, quality assurance, and socio-economic transformation through preferential procurement policies.

Scope

The scope covers a one-off supply and delivery of various plumbing components, including copper and PVC pipes, fittings (couplers, elbows, tees, caps), valves, toilet suites, shower fixtures, drainage pipes, hand tools, and safety equipment. The contract requires delivery to be completed within one month of the official purchase order. All quoted prices must be firm, inclusive of transportation, labour, and profit, and remain valid for ninety days. The supplier assumes full responsibility for safe delivery to the hospital's designated location and bears all risks until acceptance.

Technical Requirements

• All items must be brand new, unused, and certified SABS (South African Bureau of Standards) approved.
• Products must retain a minimum shelf life of six months upon delivery; expired or second-hand goods will be rejected.
• Bidders must submit picture samples and technical specifications for Item 28 (Toilet Suite) and Item 32 (Layflat Hose with Coupling) as part of the quotation.
• Full compliance with the attached specification document is mandatory; deviations result in disqualification.
• Suppliers must be registered on the Central Suppliers Database (CSD) with a verified tax compliance status.
• All mandatory returnable documents must be fully completed, including SBD 4 (Bidder Disclosure), SBD 6.1 (Preference Points Claim Form), GCC, and SCC.
• Quotations must be physically deposited in the designated tender box by the closing date and time; late submissions will be rejected.

Skills Requirements

This is a goods-supply tender, so no formal trade qualifications or artisan licenses are required. Bidders must, however, demonstrate operational capacity to source, warehouse, and deliver SABS-certified materials within the stipulated timeframe. Suppliers should possess competent logistical coordination, inventory management capabilities, and familiarity with public sector compliance documentation. No installation, commissioning, or maintenance services are included in the scope.

• Picture Sample Submission: A quality verification measure requiring bidders to provide photographic proof and specifications for selected items before contract award.
• Prohibition of Cover-Quoting: A strict anti-fraud clause preventing multiple affiliated companies from submitting competing bids for the same contract, which triggers immediate disqualification.
