Objectives

The primary objective of this tender is to establish a panel of qualified built environment professional service providers for a period of five years. The panel aims to facilitate efficient sourcing of multidisciplinary professional services to support infrastructure development, project planning, preparation, implementation, and specialized support services for the Development Bank of Southern Africa (DBSA). The panel will enable the DBSA to accelerate infrastructure delivery, ensure quality standards, and manage risks effectively by engaging suitably qualified professionals across various disciplines as needed.

Scope

The scope encompasses the appointment of professional service providers across multiple disciplines within the built environment sector. These include, but are not limited to:

• Infrastructure planning and project preparation
• Design, procurement, and construction management
• Verification of technical and financial aspects of projects
• Preparation of documentation and reports for approval and reporting
• Monitoring and reporting on project progress, costs, and compliance
• Stakeholder engagement and development facilitation
• Specialist services such as fire engineering, geotechnical, environmental, heritage, traffic engineering, property valuation, and social facilitation

The panel will be used on an as-and-when required basis through a request-for-X (RFX) process, supporting the DBSA's infrastructure delivery mandate across various sectors and regions.

Technical Requirements

Applicants must demonstrate compliance with the following technical criteria:

• Provision of high-quality technical support and advice across project lifecycle stages
• Verification and oversight of technical and financial project aspects
• Preparation of relevant documentation and reports
• Implementation of projects in accordance with established systems and standards
• Effective monitoring, reporting, and corrective action formulation
• Strong oversight over project teams, PSPs, and sub-consultants
• Scrutiny of engineering studies, designs, and proposals
• Ensuring statutory, quality, health & safety, and environmental compliance
• Development of project tracking systems and stakeholder engagement strategies

Applicants must also demonstrate capacity to manage multidisciplinary projects, including risk mitigation and compliance with relevant legislation and standards.

Skills Requirements

Applicants must possess the following skills and qualifications:

• Professionally registered personnel in relevant disciplines (e.g., architecture, engineering, quantity surveying, project management, environmental science, heritage, geotechnical, etc.)
• Minimum years of post-professional registration experience as specified per discipline
• Organizational capacity with documented processes and digital tools supporting project delivery
• Ability to manage high-risk environments with comprehensive health, safety, and environmental policies
• Experience in multi-disciplinary infrastructure projects within South Africa
• Stakeholder engagement and development facilitation skills
• Proven track record in delivering projects on time and within budget
• Compliance with statutory and regulatory requirements, including occupational health and safety, environmental laws, and professional registration standards
• Capability to provide innovative, efficient, and sustainable solutions supported by appropriate tools and systems
