Objectives

The primary objective of this tender is to develop a new, secure, inclusive, and user-friendly mobile application for the Electoral Commission to enhance voter engagement and interaction. The new app aims to replace the outdated, unsupported framework with a modern, scalable, and secure platform that supports real-time transactions, better integration with existing systems, and improved user experience. It also seeks to ensure compliance with data privacy regulations and accessibility standards, while supporting multiple user roles and functionalities such as voter registration, result viewing, candidate info, and voter education.

Scope

The scope includes:

• Design, development, and deployment of a mobile application compatible with Android, iOS, Huawei, and other platforms.
• Migration from the current unsupported framework to Kotlin Multiplatform (KMP).
• Implementation of functionalities including voter registration, address updates, election results, candidate info, voter education, notifications, location services, and integration with existing APIs and back-end systems.
• Support for role-based access for different user profiles (voters, politicians, media, IEC staff).
• Integration with WhatsApp Business, content management systems, and other electoral systems.
• Security enhancements including encrypted communication, biometric authentication, session management, and data privacy compliance.
• Testing (functional, load, vulnerability, penetration) and bug fixing.
• Support and maintenance for at least 6 months post-launch.

Technical Requirements

The solution must meet or exceed the following technical specifications:

• Development using Kotlin Multiplatform (KMP) framework.
• Support role-based access with profile switching, managed via the IEC Admin Console.
• Secure communication (HTTPS/TLS), OTP, biometric authentication (fingerprint/face).
• Support for password/username recovery, session timeouts, and re-authentication.
• Compatibility with existing APIs (REST) used by VoterPortal and other IEC systems.
• Integration with WhatsApp Business API for engagement and alerts.
• Location services with user consent for voting station suggestions.
• Push notifications, FAQs, chatbot support, and offline caching for performance.
• Design optimized for older adults, low-end devices, slow data, and accessibility standards (WCAG).
• Verification of app authenticity via app store metadata.
• Content retrieval from CMS via REST APIs.
• Support for multiple platforms: Google Play, Apple App Store, Huawei App Gallery.
• Security testing including vulnerability, penetration, and load testing.

Skills Requirements

The bidder must demonstrate:

• Proficiency in Kotlin Multiplatform (KMP) and native mobile development (Android Studio, XCode).
• Experience with cross-platform mobile app development and backend API integration.
• Strong understanding of software architecture, version control (Git), and CI/CD tools.
• Capability to deliver secure, accessible, and user-centric applications aligned with WCAG standards.
• Experience in designing apps for users with limited digital skills, low-end devices, and slow internet connections.
• Ability to provide comprehensive project management, including agile methodologies, with a clear staffing plan and CVs of key personnel (developers, UX designer, project manager).
• Proven track record of delivering similar mobile applications, with references and portfolio details.
• Capability to conduct thorough testing (functional, load, security) and bug fixing.
