Objectives

The primary objective of this tender is to solicit proposals from qualified service providers to deliver cross-border trucking services connecting Johannesburg (OR Tambo International Airport) to designated destinations in neighboring countries, including Gaborone, Harare, Manzini, Maputo, Maseru, Windhoek, and Walvis Bay. The aim is to establish reliable, secure, and compliant road freight solutions that meet SAA’s operational, customs, and safety standards, ensuring efficient and timely delivery of goods across borders.

Scope

The scope of the tender encompasses:

• Provision of in-bond road freight transport connecting Johannesburg to specified neighboring countries and warehouses.
• Partnerships with bonded warehouses in neighboring states for secure storage of in-bond goods.
• Use of suitable, insured, and compliant vehicles capable of carrying minimum loads of 2 tons, with provisions for ad-hoc dedicated loads.
• Adherence to customs, licensing, security, and regulatory requirements of South Africa and neighboring countries.
• Provision of support services including vehicle tracking, monitoring, recovery systems, and contingency backup vehicles.
• Ensuring prompt response times, insurance coverage, and compliance with SARS and other relevant authorities.

Technical Requirements

The technical specifications for the service include:

• Valid cross-border road transport permits and licenses as per the Cross-Border Road Transport Act of 1998 and amendments.
• Partnership with bonded warehouses in neighboring countries.
• Availability of a fleet with reliable, roadworthy vehicles, sealable and tamper-proof, capable of carrying at least 2 tons.
• Implementation of telematics fleet management systems on all vehicles.
• Vehicles equipped with pedestrian collision avoidance systems.
• Licensed drivers authorized to operate proposed routes.
• Insurance coverage for goods in transit, aligned with SAA cargo conditions, with proof of coverage.
• Security systems including insurer-approved vehicle tracking, monitoring, and recovery systems with active subscriptions.
• Response times for vehicle deployment and departure are critical and must meet specified standards.
• Compliance with customs, security, and regulatory standards in all jurisdictions.

Skills and Capabilities Requirements

Proposals must demonstrate:

• Experience and proven track record in cross-border in-bond freight transportation.
• Capability to provide a fleet of suitable, reliable vehicles with necessary security and tracking systems.
• Operational support infrastructure, including dedicated administrative and customer support personnel.
• Compliance with all legal, customs, and safety regulations across borders.
• Ability to provide ad-hoc and scheduled services with flexible response times.
• Membership or affiliation with recognized road freight industry bodies such as the South African Road Freight Association (RFA).
• Insurance and liability coverage aligned with industry standards and SAA requirements.
• Capacity to manage bonded warehousing partnerships and customs compliance.
• Technical expertise in fleet management, vehicle security, and compliance monitoring.
