Objectives

The primary objective of this tender is to supply, install, configure, and commission an Automated Meter Reading (AMR) system for electricity and water meters across South African Airways (SAA) sites nationwide. The system aims to enable remote reading, monitoring, and data collection to improve billing accuracy, detect losses, and enhance operational efficiency. Additionally, the service provider is responsible for ongoing system servicing, data verification, and monthly audits to ensure data integrity and system performance.

Scope

The scope of work includes:

• Supply, installation, and commissioning of the AMR system at various SAA sites.
• Configuration of meters, communication devices, and data platforms.
• Provision of a web-based user interface for site and meter configuration, data management, and exception reporting.
• Support for GPRS wireless IP connectivity with daily automatic meter readings.
• Management of data importation, tariff updates, and storage of data for five years.
• Calibration, fault finding, and remedial actions for installed meters.
• Application and updating of current tariffs for billing across multiple sites.
• Provision of contingency, backup, and disaster recovery measures.
• Ensuring service availability and data security standards are met.

Technical Requirements

The technical specifications include:

• Web-based user interface for configuration and data management.
• Support for automatic remote data collection, including energy (active and reactive), voltage per phase, and interval data in 30-minute intervals.
• Scalable platform supporting GPRS wireless IP connectivity.
• Data storage system capable of retaining data for five years with easy retrieval.
• Data integrity verification with monthly trend reports and anomaly investigations.
• Contingency reporting within 48 hours of detecting out-of-range data.
• Secure external access via firewalls and SSL connections.
• Ability to manage tariffs, meter events, exceptions, and market register reporting.
• Calibration and fault diagnosis capabilities for installed meters.

Skills Requirements

The service provider must demonstrate:

• Expertise in deploying and configuring AMR systems, including hardware and software components.
• Experience in integrating remote meter reading platforms with existing data management systems.
• Proficiency in network security, including firewall configuration and secure data transmission.
• Capability to perform meter calibration, fault diagnosis, and remedial actions.
• Ability to manage multiple sites with diverse meter types and communication configurations.
• Competence in tariff management and data analysis for billing and operational insights.
• Strong project management skills to ensure timely installation, commissioning, and ongoing support.
