Objectives

The primary objective of this tender is for the successful contractor to design, manufacture, supply, and install various fuel infrastructure at O. R. Tambo International Airport (ORTIA). The works aim to address system shortcomings to enhance safety, reliability, operational efficiency, and system resilience. Key issues include eliminating safety risks, upgrading overfill protection, ensuring system redundancy, and meeting hazardous area standards to maintain safe aircraft fuelling operations.

Scope

The scope encompasses:

• Design, manufacture, supply, and installation of fuel infrastructure including pipelines, hydrant systems, tanks, and safety systems.
• Upgrades to existing systems such as relocation of transmitters, reconfiguration of high-level monitoring, and replacement of faulty equipment.
• Installation of hazardous area rated pumps, labelling, ventilation, bunding, and safety instrumentation.
• Commissioning, testing, certification, and reinstatement of all installed systems.
• Ensuring compliance with relevant standards, regulations, and best practices for aviation fuel handling and safety.

Technical Requirements

The technical requirements include:

• Adherence to applicable standards such as IEC 61511, EI1560, API 1540, SANS 10089-2, SANS 10100-2, SANS 10142, SANS 10108, JIG standards, and Pressure Equipment Regulations.
• Design and installation of intrinsically safe, explosion-proof equipment suitable for hazardous areas.
• Upgrading and relocating instrumentation, including transmitters and overfill protection systems for Tanks 12 and 13.
• Installation of fire-rated pumps, bunding for portable tanks, and hazardous area labelling.
• Implementation of communication systems with redundancy to prevent single points of failure.
• Provision of comprehensive testing, calibration, commissioning, and documentation to ensure operational safety and compliance.

Skills and Skills Requirements

The contractor must demonstrate:

• Proven experience in designing, manufacturing, and installing aviation fuel infrastructure and hazardous area systems.
• Expertise in compliance with international and national standards related to fuel systems, electrical installations, and safety regulations.
• Capability to supply intrinsically safe, explosion-proof equipment suitable for hazardous environments.
• Qualified personnel with relevant certifications, experience, and skills in fuel system engineering, electrical and instrumentation work, and safety management.
• Ability to coordinate complex installation activities within an operational airport environment, ensuring minimal disruption and adherence to safety protocols.
• Strong project management, documentation, testing, and commissioning skills to deliver a fully compliant and operational fuel infrastructure system.
