Objectives

The primary objective of this tender is to develop and implement a Virtual Results Operations Centre (VROC) hosted in the Azure Cloud environment. This system aims to assess existing on-premises databases and data warehouses, enhance data processing, visualization, and reporting capabilities, and facilitate real-time election results sharing with stakeholders. Additionally, the project seeks to centralize stakeholder interactions, streamline service requests, and improve engagement through modern ICT solutions such as Power BI, Microsoft Fabric, and Dynamics 365 CRM, ensuring transparency, efficiency, and security during electoral processes.

Scope

The scope includes:

• Assessment of current on-premises SQL Server OLTP and Data Warehouse environments.
• Design and implementation of a cloud-based Virtual Results Operations Centre in Azure.
• Migration strategies and architecture design for the Modern Data Warehouse framework (bronze, silver, gold layers).
• Development of real-time data ingestion, processing, and sharing mechanisms (APIs, data replication).
• Deployment of Power BI dashboards for interactive results visualization.
• Integration of stakeholder relationship management via Microsoft Dynamics 365 CRM, including live chat, AI chatbot, case management, and social media integration.
• Provision of support, maintenance, and training post-implementation.

Technical Requirements

The minimum technical specifications include:

• Comprehensive assessment of existing SQL Server OLTP and Data Warehouse environments, covering architecture, performance, security, and operations.
• Design of a scalable, reliable, and maintainable cloud-based Virtual ROC platform with real-time or near real-time data transmission from on-premises systems.
• Implementation of secure, documented APIs for third-party data access and integration.
• Development of a Modern Data Warehouse architecture with bronze, silver, and gold data layers, including streaming data architecture for real-time sharing.
• Prototype creation in Azure Fabric and deployment of data ingestion, transformation pipelines, and Power BI dashboards.
• Execution of system testing, performance/load testing, and User Acceptance Testing (UAT).
• Deployment in Azure with support and maintenance for six months post go-live.
• Implementation of stakeholder relationship management features within Microsoft Dynamics 365 CRM, including live chat, AI chatbot, social media integration, and omnichannel capabilities.

Skills Requirements

The bidder must demonstrate:

• Proven experience in assessing and implementing Microsoft SQL Server OLTP and Data Warehouse environments.
• Expertise in designing and deploying Modern Data Architecture frameworks, including Azure Fabric, Power BI, and related Azure services.
• Capability in developing secure APIs, data replication, and synchronization mechanisms for stakeholder data sharing.
• Experience with Microsoft Dynamics 365 CRM, especially in configuring customer service modules, live chat, AI chatbots, and social media integrations.
• Skills in project management, solution architecture, and delivering secure, scalable cloud-based solutions within stipulated timelines.
• Possession of Microsoft accreditation certificates for Data & AI solutions and Business Applications.
• Availability of qualified personnel with relevant experience, as evidenced by a skills matrix and references.
