Objectives

The primary objective of this tender is to carry out rehabilitation, renovations, and refurbishments to Pearston Library, including the addition of prefabricated library and ablution structures. The project aims to upgrade and improve the existing library facilities, ensuring safety, functionality, and compliance with relevant standards.

Scope

The scope of work includes:

• Demolition of existing dilapidated structures
• Provision and installation of prefabricated library structures
• Provision of prefabricated male and female toilet structures
• Related external works, including water storage tanks and external infrastructure
• Provision of furniture and shelving
• Site safety and security measures
• Adherence to health and safety plans, environmental controls, and site management

Additional site-specific activities include site establishment, access management, and compliance with occupational health and safety regulations.

Technical Requirements

• Construction based on JBCC Principal Building Agreement 2000 edition 6.2 of 2018
• Use of approved prefabricated structures similar or equivalent to specified standards
• Implementation of health and safety measures, including PPE for all staff
• Provision of detailed health and safety plan prior to commencement
• Compliance with Occupational Health and Safety Act (Act 85 of 1993) and related regulations
• Adherence to environmental and waste management protocols
• Proper handling, storage, and disposal of waste materials and dust control
• Installation of prefabricated panels, roofing, and finishing works as per design specifications
• Provision of water tanks, furniture, shelving, and external works as specified

Skills and Skills Requirements

The tenderer must demonstrate the following skills and qualifications:

• Proven experience in similar refurbishment and prefabricated structure projects, with at least three completed projects of comparable scope and complexity
• Qualified project management team, including a site agent, project manager, safety officer, and technical supervisors
• Skilled artisans and workers trained in handling prefabricated structures, roofing, and finishing works
• Competence in health and safety management, including the development and implementation of safety plans
• Ability to coordinate external works, external infrastructure, and site logistics effectively
• Knowledge of environmental management and waste disposal regulations
• Capacity to manage project timelines, quality standards, and compliance documentation
• Demonstrated ability to work within a team and communicate effectively with stakeholders

Additional requirements include submission of relevant project references, company profiles, resource lists, and proof of CIDB registration and compliance with the National Treasury Central Supplier Database.
