Objectives

The primary objective of this tender is to establish a panel of qualified service providers for the procurement of logistical requirements related to Outside Broadcast (OB) productions. These requirements include scaffolding, catering, marquees, security, drones, and mobile toilets, to support SABC's broadcasting activities over a period of three years. The initiative aims to streamline procurement processes, ensure reliable service delivery across various regions, and leverage volume discounts through the creation of provincial panels.

Scope

The scope encompasses the provision of a wide range of logistical services across multiple provinces in South Africa, including:

• Provision of mobile toilets, including VIP split units (male and female)
• Catering services (breakfast, lunch, dinner, vegetarian, halal options, bottled water, soft drinks, and tableware)
• Supply and setup of scaffolding for camera positioning and technical support
• Drone services, including licensing, permissions, and specialized equipment
• Security personnel for guarding facilities and personnel during outside broadcasts
• Marquees and modular buildings for temporary technical and operational spaces

The services are to be delivered on an "as-and-when-required" basis, with the panel operationalized through rotation and fair distribution principles.

Technical Requirements

Bidder must demonstrate the ability to meet the following technical specifications:

• Minimum of 3 years’ experience in providing each service category
• Valid reference letters for completed projects within the past five years
• Compliance with safety, licensing, and certification standards (e.g., scaffolding supervisor qualifications, electrical certifications, fire-arm licenses for security)
• Provision of specialized services such as drone operations, including permissions and insurance
• Capability to supply and install marquees/modular buildings with relevant certifications
• Provision of security personnel with valid licenses and experience
• Supply of VIP mobile toilets with relevant experience and references

All technical submissions must adhere strictly to the specifications outlined; non-compliance will result in disqualification.

Skills Requirements

Applicants must possess the following skills and capabilities:

• Proven track record in event logistics and technical support for broadcasting
• Ability to provide licensed drone operators and handle all regulatory permissions
• Qualified personnel for scaffolding supervision, electrical installations, and security services
• Experience in catering management, including diverse dietary options and hygiene standards
• Strong project management skills to coordinate multi-region service delivery
• Financial stability and compliance with tax and B-BBEE requirements

Furthermore, bidders must demonstrate capacity for timely delivery, safety compliance, and confidentiality in handling sensitive information.
